شاخص‌های ارزشیابی خط‌مشی هویت فرهنگی در افغانستان

هویت فرهنگی به‌عنوان پایه‌ای برای انسجام اجتماعی و توسعه پایدار در جوامع چندقومیتی مانند افغانستان، نیازمند خط‌مشی‌های دقیق و ارزیابی‌شده است. این پژوهش با این سوال اصلی که «شاخص‌های کلیدی ارزشیابی خط‌مشی‌های هویت فرهنگی در جوامع چندقومیتی چیست و چگونه می‌توان آن‌ها را به‌طور موثر اجرا کرد؟» به بررسی این موضوع پرداخته است. فرضیه تحقیق این است که شاخص‌های منسجم و متناسب با تنوع فرهنگی می‌توانند به حفظ هویت فرهنگی و کاهش تعارضات اجتماعی کمک کنند. هدف پژوهش، شناسایی و تحلیل شاخص‌های ارزشیابی خط‌مشی‌های هویت فرهنگی در سه مرحله طراحی، اجرا و ارزیابی است. این مطالعه با روش توصیفی-تحلیلی و با استفاده از منابع معتبر، شاخص‌هایی نظیر انطباق با ارزش‌های دینی و قومی، مشارکت ذی‌نفعان، تناسب زمانی و مکانی، بسترسازی نرم و سخت، و نظارت چندسطحی و هوشمند را شناسایی کرده است. یافته‌ها نشان می‌دهند که این شاخص‌ها با تقویت سازگاری سیاست‌ها با تنوع فرهنگی، به حفظ میراث ملموس و ناملموس و کاهش تعارضات اجتماعی کمک می‌کنند. با وجود این، چالش‌هایی مانند ناامنی، ضعف زیرساختی و ناهماهنگی بین‌نهادی، اجرای موثر این خط‌مشی‌ها را تهدید می‌کند. پیشنهاد می‌شود با بهره‌گیری از فناوری‌های دیجیتال و تقویت مشارکت محلی، نظارت و ارزیابی خط‌مشی‌ها بهبود یابد تا پایداری هویت فرهنگی در افغانستان تضمین شود

evaluation indicators of cultural identity policy in afghanistan

cultural identity is a vital foundation for social cohesion and sustainable development in multi-ethnic societies such as afghanistan. to achieve this, policies need to be carefully designed and systematically evaluated. this study explores the key question: “what are the main indicators for evaluating cultural identity policies in multi-ethnic societies, and how can they be effectively applied?” the research assumes that coherent indicators tailored to cultural diversity can support the preservation of cultural identity and help reduce social tensions.the study aims to identify and analyze evaluation indicators for cultural identity policies across three stages: policy design, implementation, and assessment. using a descriptive-analytical approach and reliable sources, it highlights indicators such as alignment with religious and ethnic values, stakeholder participation, contextual relevance, provision of supportive infrastructure, and multi-level smart monitoring.the findings suggest that these indicators strengthen the compatibility of policies with cultural diversity, safeguard both tangible and intangible heritage, and reduce the risk of conflict. however, challenges such as insecurity, weak infrastructure, and poor institutional coordination undermine effective policy implementation. the study recommends the use of digital technologies and stronger local engagement to improve monitoring and evaluation, thereby ensuring the sustainability of cultural identity in afghanistan.
