ارزیابی تامین مالی و قراردادهای سرمایه گذاری به روش bot با محوریت شهرداری ها

فراهم نمودن فرصت‌های جدید سرمایه‌گذاری و مشارکت بخش خصوصی در پروژه‌های مختلف در حوزه شهرداری‌ها، یکی از راهکارهای موثر در تامین منابع مالی و توسعه اقتصادی کشور می‌باشد. جهت ایجاد بستر مناسب برای جذب سرمایه و تخصیص بهینه منابع مالی می توان از مشارکت بخش خصوصی با نهادهای عموممی در ساخت و ایجاد پروژه‌ها استفاده کرد. بر این اساس انعقاد قراردادهای bot به عنوان یکی از راهکارهای جلب سرمایه خارجی و بهر ه برداری از مدیریت کارآمد بخش خصوصی، مورد توجه ویژه می‌باشد. در این پژوهش ضمن برر‌سی ادبیات مرتبط با این نوع قراردادها به ارائه توضیحات لازم مبنی بر ضرورت ا‌ستفاده از قراردادهای مشارکت عمومی و خصو صی در پروژه‌ها پرداخته شده است. در ادامه، انواع قراردادهای سرمایه گذاری نهادهای عمومی با بخش خصوصی‌، معرفی‌ و سپس موارد مهم و مورد نیاز در قراردادهای سرمایه‌گذاری به روشbot جهت تامین مالی پروژه‌ها ارزیابی می‌گردد.

providing new opportunities for investment and participation of the private sector in various projects in the field of municipalities is one of the effective solutions in providing financial resources and economic development of the country. in order to create a suitable platform for attracting capital and optimal allocation of financial resources, it is possible to use the participation of the private sector with public institutions in the construction and creation of projects. on this basis, concluding bot contracts as one of the methods of attracting foreign capital and benefiting from the efficient management of the private sector is of special interest. in this research, while examining the literature related to this type of contracts, the necessary explanations have been provided regarding the necessity of using public and private partnership contracts in projects. in the following, the types of investment contracts of public institutions with the private sector are introduced and then the important and required items in investment contracts using the bot method to finance projects are evaluated.
