بررسی چالشها وآسیب های اسناد خزانه

توجه به منابع مالی برای انجام مخارج سرمایه ای وهزینه ای درهر کشوری از اهمیت ویژه ای برخوردار است باتوجه به کسری بودجه ونیاز به تامین مالی جهت اجرای طرحها و پروژه ها، دولت تصمیم به استقراض از منابع داخلی نموده که یکی از آنها انتشار اسناد خزانه می باشد.اسنادخزانه، اوراق بهاداری است که خزانه داری کل )وزارت امور اقتصادی و دارایی(در برابر بدهی های بخش دولتی به بانک مرکزی، شبکه بانکی و پیمانکاران طرف قرارداد در طرحهای تملک دارایی های سرمایه ای مورد نظر با سررسید معین به بهای اسمی منتشر نموده است اگرچه انتشار این اوراق برخی از مشکلات موجود راتعدیل نموده اما در شرایط تحریم های ظالمانه کنونی، به نظر می رسد که استفاده از این ابزار آسیبهای جدیدی در آینده ایجاد می نماید .در این تحقیق از روشهای کتابخانه ای ، مقالات ، مجلات و طرحهای پژوهشی و بانکهای اینترنتی برای جمع آوری اطلاعات استفاده و به بررسی آسیب ها وچالشهای اسناد خزانه می پردازیم. یکی از این مشکلات بالابودن نرخ تنزیل اسناد می باشد اگرچه اولویت باز پرداخت آن ،هم ردیف حقوق کارکنان دولت منظور گردیده ولی بازهم به دلیل ریسک های کنونی در بازار به قیمت پایین تری مبادله می گردد وبدین ترتیب هزینه های واقعی دولت افزایش می یابدعلاوه براین ازدیاد انتشار اسناد خزانه باتوجه به روند رشد تولید ناخالص داخلی تهدیدی برای پایداری مالی خواهد بود.

paying attention to financial resources for carrying out capital and cost expenditures is of particular importance in any country. considering the budget deficit and the need for financing for the implementation of plans and projects, the government has decided to borrow from internal sources, one of which is the publication of treasury documents. is.treasury bills are securities issued by the general treasury (ministry of economic affairs and finance) against the debts of the public sector to the central bank, the banking network, and the contractors of the contracting parties in the plans for the acquisition of capital assets with a fixed maturity and at a nominal price. although the publication of these papers has corrected some of the existing problems, but in the conditions of the current cruel sanctions, it seems that the use of this tool will cause new damages in the future. in this research, library methods, articles, magazines and research projects and internet banks are used to collect information and we investigate the damage and challenges of treasury documents. one of these problems is the high discount rate of documents, although the priority of paying them back is also the level of government employees salaries, but still due to the current risks in the market. it will be exchanged at a lower price and thus the real expenses of the government will increase. in addition, the increase in the issuance of treasury documents will be a threat to financial stability in view of the growth of the gdp.
