بررسی تناسب میان منابع انسانی و منابع مالی در فعالیت های تحقیق و توسعه

عدم تناسب میان منابع انسانی و منابع مالی در فعالیتهای تحقیق و توسعه منجر به ناکارآمدی نظامعلمی کشور شده است و اثربخشی لازم را به همراه نداشته است. این مطالعه با استفاده از داده های رسمی مربوطبه فعالیتهای تحقیق و توسعه و آموزش عالی سعی کرده است که این عدم تناسب را نشان دهد. در این مطالعه دومتغیر سهم دانشجویان دکتری از کل دانشجویان و سهم هزینه های تحقیق و توسعه از تولید ناخالص داخلی به عنوانمتغیرهای نشان دهنده وضعیت منابع انسانی و مالی تحقیق و توسعه نشان می دهد که در میان کشورهای دنیا دارایهمبستگی بسیار بالایی است ( 0٫95 درصد). اما در کشور ما این تناسب و همبستگی ملاحظه نمی شود بطوری کهسهم دانشجویان دکتری از کل دانشجویان ( 4٫63 درصد) فراتر از کشورهای توسعه یافته و با درآمد بالاست، درصورتیکه سهم هزینه های تحقیق و توسعه ( 0٫8 درصد) علی رغم تاکید در اسناد بالادستی اندک و همانند کشورهای با در آمدمتوسط رو به پایین، اندک است. بنابراین در کشورمان توسعه منابع انسانی بسیار فراتر از منابع مالی صورت گرفتهاست و در صورت ادامه چنین وضعیتی کارامدی و اثربخشی فعالیت های تحقیق و توسعه بحرانی تر خواهد شد.

the disproportion between human resources and financial resources in researchand development activities has led to the inefficiency of the country’s scientific system andhas not had the necessary effectiveness. this study has tried to show this disproportion byusing official data related to research and development activities and higher education. inthis study, the two variables of the share of ph.d. students in total students and the share ofresearch and development expenditures in gdp, as variables indicating the status of humanand financial resources of research and development, show that there exists a very high correlationamong countries (0.95%). but in our country, this proportion is not observed, sothe share of ph.d. students in the total number of students (4.63%) is higher than in developedand high-income countries, while the share of research and development expenditures(0.8%), despite the emphasis on upstream documents, like lower-middle-income countries,is low. therefore, in our country, the development of human resources has been done farbeyond financial resources, and if this situation continues, the efficiency and effectivenessof research and development activities will become more critical.
