بررسی تطبیقی برنامه شایستگی معلمان در کشور ایران و فیلیپین

نهاد آموزش و پرورش در تمامی جوامع رکن و پایه‌ی اصلی تمامی نظام‌های سیاسی، اقتصادی، اجتماعی، فرهنگی و ... آن جامعه می‌باشد که هر چه افراد صالح‌تر و شایسته‌تری در آن حضور داشته باشند، آینده‌ی آن جامعه مورد تضمین‌تر و روشن تر خواهد بود. امروزه تمامی اندیشمندان حوزه تعلیم و تربیت در پی آنند تا با بررسی و شناخت برنامه شایستگی‌ها در کشور‌های متفاوت و با بهره‌گیری از آن به ارتقای شایستگی‌ها در آموزش و پرورش کشور خود کمک کنند و معیارهای جدیدی برای یک معلم شایسته وضع نمایند زیرا براساس دانستن برنامه‌های شایستگی‌ها در کشورهای متفاوت می‌توان جهت داشتن معلمان با شایستگی بیشتر، برنامه‌های ویژه‌ای تدارک دید و همچنین هر چه یک معلم شایسته‌تر باشد، آینده جامعه روشن‌تر خواهد بود. روش تحقیق حاضر نسبتا کیفی می‌باشد جهت جمع‌آوری داده‌های پژوهش و بررسی منابع اولیه و ثانویه نظیر کتب، مقالات، اسناد و ... از روش اسنادی استفاده گردید. برای گردآوری داده‌ها از قانون آیین‌نامه رتبه‌بندی معلمان، سند تحول بنیادین آموزش و پرورش ایران و همچنین سند استانداردهای صلاحیت معلمی (ncbts) کشور فیلیپین استفاده شده است. نتایج به دست آمده با استفاده از بررسی متون اسناد مذکور موجب بیان شباهت‌ها و تفاوت‌ها در برنامه شایستگی معلمان در دو کشور ایران و فیلیپین گردید. با توجه به این موضوع که بیشترین سهم اثر بر فرهنگ‌سازی و تمدن‌سازی جوامع را معلمان دارند. ضمن مشخص‌شدن اهمیت شایستگی‌های معلمان در تمامی زمینه‌های آموزشی و ... در جوامع ، اهمیت انجام پژوهش‌های مرتبط و مترتب دیگر را نیز در این زمینه روشن می‌سازد.

a comparative study of teacher qualification programs in iran and the philippines

the institution of education in all societies is the main pillar and foundation of all political, economic, social, cultural, etc. systems of that society. the more competent and competent people are present in it, the more guaranteed and brighter the future of that society will be good. today, all the thinkers in the field of education and training seek to help improve the competencies in the education and training of their country by examining and recognizing the competency program in different countries and by using it, and establish new criteria for a qualified teacher. because based on knowing the competency programs in different countries, special programs can be prepared to have more qualified teachers, and the more qualified a teacher is, the brighter the future of the society will be. the current research method is relatively qualitative, in order to collect research data and review primary and secondary sources such as books, articles, documents, etc., documentary method was used. in order to collect data, the teacher rating law, iran's fundamental education reform document, and the philippine teacher qualification standards document (ncbts) have been used. the results obtained by examining the texts of the mentioned documents revealed the similarities and differences in the teacher competency program in the two countries of iran and the philippines. considering the fact that teachers have the greatest contribution to the culture and civilization of societies. while clarifying the importance of teachers' competencies in all educational fields and... in societies, it also clarifies the importance of conducting other relevant and consistent researches in this field.
