شناسایی شاخص‌های تاثیرگذار در کیفیت حمل و نقل ریلی کشور و ارزیابی سیستم‌های موجود با استفاده از روش ادغامی bwm & multi moora

امروزه نظام‌های بازخورد و ارزیابی عملکرد، یکی از ابزارهای بهبود مستمر برای سازمان‌ها به‎شمار می‎رود. بنابراین، استفاده از یک روش دقیق، واقعی و صحیح برای ارزیابی عملکرد سازمان‌ها، بسیار لازم و ضروری است. هدف اصلی انجام این تحقیق، ارائه یک روش علمی و منطقی برای ارزیابی شرکت‌های حمل و نقل ریلی می‌باشد. برمبنای روش ارائه‌شده این تحقیق، ابتدا، شاخص‌های تاثیرگذار در کیفیت حمل و نقل ریلی کشور، تعیین می‌شوند که در این زمینه، سه بعد مهم و اصلی اجتماعی، اقتصادی و محیط زیستی در نظر گرفته شده و در نهایت، 9 شاخص اصلی مربوطه انتخاب می‌شوند. در مرحله بعد، میزان اهمیت هرکدام از شاخص‌های تاثیرگذار در حمل و نقل ریلی، به استناد رویکرد تصمیم‌گیری گروهی و استفاده از روش کاربردی و جدید بهترین-بدترین، تعیین می‌شوند. در فاز دوم روش پیشنهادی تحقیق، به استناد شاخص‌های 9 گانه تاثیرگذار در کیفیت حمل و نقل ریلی، ارزیابی و رتبه‌بندی گزینه‌های تصمیم‌گیری که شرکت‌های حمل و نقل ریلی موردنظر می‌باشند، با استفاده از روش multi moora در محیط فازی انجام می‌شود. در نهایت، روش پیشنهادی تحقیق برای یک نمونه کاربردی انجام شده است. همچنین، تحلیل حسّاسیّت مدل پیشنهادی، بیان‌گر این موضوع است که برای رتبه‌بندی صحیح شرکت‌های حمل و نقل ریلی، می‌بایست به استناد روش مولتی مورای فازی و در نظر گرفتن وزن شاخص‌های ارزیابی عمل نمود.

today, feedback and performance evaluation systems are one of the continuous improvement tools for organizations. therefore, it is very necessary and necessary to use an accurate, real and correct method to evaluate the performance of organizations. the main purpose of this research is to provide a scientific and logical method for evaluating rail transport companies. based on the presented method of this research, firstly, the influencing indicators on the quality of the country s rail transportation are determined, in this context, three important and main social, economic and environmental dimensions are considered, and finally, 9 relevant main indicators are selected. . in the next step, the importance of each of the influential indicators in rail transportation is determined based on the group decision-making approach and the use of the practical and new best-worst method. in the second phase of the proposed research method, based on the 9 indicators influencing the quality of rail transportation, the evaluation and ranking of the decision-making options that the rail transportation companies are looking for is done using the multi moora method in a fuzzy environment. finally, the proposed research method has been carried out for a practical example. also, the sensitivity analysis of the proposed model shows that for the correct ranking of rail transport companies, it is necessary to act based on the fuzzy multi-moray method and consider the weight of the evaluation indicators.
