طراحی الگوی پاسخگویی سازمانی با رویکرد پیشگیرانه فساد اداری در سازمان ثبت اسناد و املاک کشور

هدف از انجام این پژوهش، طراحی الگوی پاسخگویی سازمانی با رویکرد پیشگیرانه فساداداری در سازمان ثبت اسناد و املاک کشور بوده است. این پژوهش براساس هدف، کابر دی و بر اساس ماهیت و روش، توصیفی از نوع تفسیری است. روش پژوهش مورد استفاده در این پژوهش بنا به ماهیت ا کتشافی آن، تحل یل داده بنیاد بوده است. این روش هم راهنمای چگونگی جمع آوری داده های پژوهشی و هم ابزار شکلی تجزیه و تحلیل یافته های پژوهش بوده است. جامعه آماری پژوهش، خبرگان دانشگاهی و مدیران ارشد سازمان ثبت اسناد و املاک کشور می باشند. در این تحقیق، نمونه گیری گلوله برفی انجام شده و نمونه گیری بعد از رسیدن به اشباع نظری به اتمام رسیده است. در این پژوهش، ابتدا با استفاده از مصاحبه نیمه ساختاریافته از خبرگان، داده های لازم جمع آوری شده و الگوی اولیه ارائه گردیده است. روش داده بنیاد به شیوه توجه به کلمات در متن و موشکافی و دقت در متن به روش کدگذا ری و با استفاده از نرم افزار maxqda انجام شد. نتایج پژوهش نشان داد که خداترسی و دینداری، مهارت ها و شایستگی ها، حاکمیت قانون، اعتماد و اطمینان، پاسخگویی صریح، زیرساخت های فرهنگی، سرمایه گذاری آموزشی،اثربخشی و کارآم دی فرآیندها، کیفی ت مقررات تنظیمی، مدیریت مشارکتی، عدالت محور ی، مهارت های شناختی، وفق و مدارا، کاهش فساد اداری، بهبود رضایت مندی جامعه، تحول و بهبود نظام ادا ری، شایسته سالاری و رضایتمندی منابع انسانی به عنوان شاخص های الگوی پاسخگویی سازمانی با رویکرد پیشگیرانه فساد اداری در سازمان ثبت اسناد و املاک کشور شناسایی شدند .

this research aimed to design a model of organizational accountability with a preventive approach to administrative corruption in the country's property and document registration organization. this research is based on the purpose, and application, and based on the nature and method, it is a description of an interpretive type. according to its exploratory nature, the research method used in this study was foundational data analysis. this method has been both a guide for collecting research data and a formal tool for analyzing research findings. the statistical population of the research is academic experts and senior managers of the country's property and document registration organization. in this research, snowball sampling was done, and the sampling was completed after reaching theoretical saturation. in this research, first, the necessary data was collected using semi-structured interviews with experts, and the initial model was presented. the foundation's data method was done by paying attention to the words in the text and scrutinizing and accuracy of the text by the coding method and using maxqda software. the results of the research showed that fear of god and religiosity, skills and competencies, rule of law, trust, and confidence, clear accountability, cultural infrastructure, educational investment, effectiveness and efficiency of processes, quality of regulations, participatory management, justice-oriented, cognitive skills, adaptability and tolerance. , reducing administrative corruption, improving community satisfaction, reforming and improving the administrative system, meritocracy, and human resource satisfaction were identified as indicators of the organizational accountability model with a preventive approach to administrative corruption in the country's property and deed registration organization.
