نقش عوامل اثرگذار مدل همسویی پروژه های پتروپالایشگاهی وزارت نفت در استراتژی های صنعتی کشور

هدف از تحقیق حاضر، بررسی جایگاه مولفه‌ها و عوامل اثرگذار در مدل هم‌سویی پروژه‌های پتروپالایشگاهی مرتبط با استراتژی‌های صنعتی کشور در وزارت نفت می‌باشد. تحقیق حاضر را می‌توان از نظر هدف و ماهیت تحقیق، در رده تحقیقات کاربردی به حساب آورد. روش اجرای پژوهش حاضر، توصیفی پیمایشی و طرح پژوهش همبستگی از نوع معادلات ساختاری است. جامعه آماری تحقیق در بخش کمّی شامل کلیه کارکنان وزارت نفت و پتروپالایشگاه‌های شهر تهران می‌باشد. در بخش کمّی پژوهش از روش نمونه‌گیری تصادفی ساده استفاده شده است. جهت تخمین تعداد نمونه کافی در این پژوهش از فرمول تخمین نمونه کوکران استفاده شد. تعداد جامعه آماری در حوزه معادلات ساختاری تحقیق شامل 600 نفر از کارکنان وزارت نفت و پتروپالایشگاه‌های شهر تهران با تعداد نمونه لازم و در حوزه تصمیم‌گیری چند معیاره نیز تیم خبرگان تحقیق می‌باشند. تجزیه و تحلیل داده‌ها با استفاده از نرم‌افزارهای spss و smart-pls انجام شده است. یافته‌های تحقیق نشان می‌دهد که بر مبنای هم سویی پروژه‌های پتروپالایشگاهی با استراتژی‌های صنعتی کشور در وزارت نفت توانمندسازهای همراستایی شامل بلوغ ارتباطات و عوامل مدیریتی و اعمال اختیار، برنامه‌ریزی استراتژیک تکنولوژی و معماری سازمانی همسو با تکنولوژی، عوامل مشارکت، منابع انسانی (نوآوری، کارآفرینی، تخصص، دانش) و عوامل شایستگی‌های متمایز که منجر به تحقق نتایج بهینه‌سازی و کاهش هزینه‌های سرمایه‌ای و جاری و هم‌افزایی در هر دو سوی پتروپالایش و صنعت از اهمیت ویژه‌ای برخوردارند.

the role of the effective factors of the oil refinery project alignment model of the ministry of oil in the industrial strategies of the country

the purpose of the present research is to investigate the position of the components and influencing factors in the alignment model of petroleum refinery projects related to the country's industrial strategies in the ministry of oil. the current research can be considered in the category of applied research in terms of the purpose and nature of the research. the current research implementation method is a descriptive survey, and the correlational research design is based on structural equations. the statistical population of the quantitative research includes all employees of the ministry of oil and petrorefineries in tehran. a simple random sampling method was used in the quantitative part of the research. to estimate the sufficient number of samples in this research, cochran's sample estimation formula was used. the statistical population in the field of structural equations of the research includes 600 employees of the ministry of petroleum and petrorefineries of tehran city with the required number of samples and in the field of multi-criteria decision-making, the team of research experts is also included. data analysis was done using spss and smart-pls software. the findings of the research show that based on the alignment of the refinery projects with the country's industrial strategies in the ministry of oil, alignment enablers include the maturity of communication and management factors and the exercise of authority, strategic technology planning and organizational architecture aligned with technology, partnership factors, human resources (innovation, entrepreneurship, expertise, knowledge) and distinctive competence factors that lead to the realization of optimization results and reduction of capital and current costs and synergy in both sides of petro-refining and industry are of special importance.
