مطالعه تطبیقی شوراهای اسلامی شهر و روستا با مولفه‌های نظام نمایندگی

نظام دموکراسی مبتنی بر نمایندگی از مفاهیم سیاسی مدرن است که  اکثر دموکراسی های مدرن، ساختار حکومت شان را بر پایه ی آن قرار می دهند. در نظام نمایندگی، حکومت ها مدعی فرمانروایی بر مردم نیستند، بلکه مدعی نمایندگی از سوی مردم است و به نمایندگی آن ها عمل می کند و از این رهگذر مردم قادر به حکومت بر خود می شوند. نظام نمایندگی دارای مولفه هایی است که عبارتند از انتخابات، نظارت پذیری، پاسخ گویی، مصونیت داشتن نمایندگان ملت و غیره است. از این رو در این پژوهش که به روش توصیفی- تحلیلی است، برآنیم تا ضمن تبیین و تحلیل شرایط نامزدها، صلاحیت ها و نظارت بر شوراهای اسلامی شهر و روستا که از جمله سازمان های غیر متمرکز محلی هستند و مطابق اصل هفتم قانون اساسی از ارکان تصمیم گیری و اداره امور کشورند با مولفه های نظام نمایندگی مطابقت دهیم. این پژوهش دارای دو بخش است که بخش نخست راجع به نظام نمایندگی و مولفه های آن است و بخش دوم مربوط به شوراهای اسلامی شهر و روستا و مطابقت آن با مولفه های نمایندگی است.

a comparative study of city and village islamic councils with the components of the representative system

the democracy system is based on the representation of modern political concepts on which most modern democracies base their government structure. in the representative system, governments do not claim to rule over the people, but they claim to be represented by the people and act on their behalf, and in this way the people are able to rule themselves. the representative system has components such as elections, monitoring, accountability, immunity of the nation’s representatives, etc. therefore, in this descriptive-analytical research, we intend to explain and analyze the conditions of the candidates, the qualifications and supervision of the city and village islamic councils, which according to the seventh principle of the iranian constitution are local decentralized organizations. one of the main elements of decision-making and administration of the country’s affairs is to match the components of the representative system. this research has two parts, the first part is about the system of representation and its components, and the second part is about islamic city and village councils and its compliance with the components of representation.
