واکاوی سیاست‌گذاری یکپارچه تامین مسکن نمونه موردی اردبیل

سیاست یکپارچه مسکن یکی از چالش های مهم در حوزه شهرسازی است. زیرا دولت ها می توانند با ایفای نقش مثبت در محیط جدید جهانی، توسعه پایدار و محیط زیستی را برای مردم خود فراهم کنند. از این رو در ده سال اخیر موضوع مدیریت مسکن در بسیاری از بخش ها بحث های مختلفی را در مورد اثربخشی و قانونی بودن آن به خود جلب کرده است. امروز در غیاب سیاست‌های کارآمد شرایط بغرنجی را در حوزه مسکن و نیازهای آن شاهد هستیم. بر این اساس هدف تحقیق شناسایی و تحلیل موانع پیش روی سیاستگذاری یکپارچه تامین مسکن در شهر اردبیل می باشد. روش تحقیق توصیفی – تحلیلی می‌باشد. همچنین برای شناسائی متغیرهای گوناگون تحقیق از روش میدانی و کتابخانه ای و با ابزار پرسشنامه به تعداد 50 نفر کارشناس و خبره در حوزه مسکن در شهر اردبیل استفاده شده است. یافته های تحقیق نشان می دهد مولفه های وسعت، جامعیت، تعادل، تدقیق زمینه، مشارکت، ارتباط و هم‌افزایی در سیاستگذاری تامین مسکن اردبیل موثر هستند. نتایج به‌دست‌آمده نشان می‌دهد در بین متغیرهای سیاست‌گذاری یکپارچه تامین مسکن اردبیل متغیرهای، خدمات در زمینه کمک‌های هماهنگ، مستمر و همه‌جانبه، ارتباط مسئولیت‌پذیری و مردم، اصل توازن و تعادل و پاسخ‌گویی نهادی در رتبه‌های اول تا چهارم قرار دارد. همچنین متغیرهای مکان محوری، مردم‌محور، آگاهی شهروندان و انسجام و ارتباط دارای بیشترین مسیر و وزن در سیاست‌گذاری تامین مسکن شهر اردبیل دارا می‌باشند.

integrated housing policy is one of the important challenges in the field of urban planning. because governments can provide sustainable development and environment for their people by playing a positive role in the new global environment. therefore, in the last ten years, the topic of housing management has attracted various debates about its effectiveness and legality in many sectors. today, in the absence of effective policies, we are witnessing a dire situation in the field of housing and its needs. based on this, the purpose of the research is to identify and analyze the obstacles facing the integrated policy of housing provision in ardabil city. the research method is descriptive analytical. also, to identify the various research variables, the field and library methods were used with the help of a questionnaire to the number of 50 experts and experts in the field of housing in ardabil city. the findings of the research show that the components of breadth, comprehensiveness, balance, context verification, participation, communication and synergy are effective in ardabil's housing provision policy. the obtained results show that among the variables of the integrated policy of providing housing in ardabil, the variables, services in the field of coordinated, continuous and comprehensive assistance, communication of responsibility and people, the principle of balance and balance, and institutional accountability are ranked first to fourth. also, location oriented, people oriented, citizens' awareness and cohesion and communication variables have the most direction and weight in ardabil city's housing supply policy.
