نقش شناسی دولت، صنعت و دانشگاه در نظام ملی نوآوری

امروزه دیگر مرزهای تعریف شده میان دانشگاه و صنعت دیگر به‌آسانی قابل‌مشاهده نیست و دیگر نمی‌توان به‌آسانی حد و مرز این دو بخش را از یکدیگر تمیز داد. این عدم شناسایی مرز بین دو واحد به حدی است که می‌توان بیان کرد امروزه بخشی از صنعت در درون دانشگاه و بخشی از دانشگاه نیز در درون صنعت است. تعامل و پیوند اثربخش میان دانشگاه و صنعت یکی از مسائل بسیار موردتوجه و حیاتی در کشورهایی پیشرفته است و این تعامل میان این دو بخش مهم در اقتصاد، دارای یک رابطه بسیار عمیق می‌باشد . با توجه به اهمیت پیاده‌سازی و اجرای موفق نظام ملی نوآوری و دستیابی به اهداف آن، و ضرورت شناسایی نقش سه بازیگر کلیدی فعال در نظام ملی نوآوری یعنی دولت، دانشگاه و صنعت، هدف این پژوهش تعیین نقش هریک از این سه بازیگر در پیشبرد اهداف و پیاده‌سازی نظام ملی نوآوری است. با ارائه مبانی نظری مرتبط در مورد نظام ملی نوآوری،سیر تاریخی آن و نوع شناسی آن، سعی شده است در پژوهش حاضر وظایف و نقش‌هایی که این سه بازیگر کلیدی در فرآیند پیاده‌سازی و توسعه نظام ملی نوآوری ایفا کنند گوشزد شود و در پایان پژوهش نیز پیشنهادهایی کاربردی در راستای اثربخشی اقدامات صورت گرفته از جانب این سه نهاد اساسی ارائه گردد.

today, the defined boundaries between the university and industry are no longer easily visible, and it is no longer possible to easily distinguish the boundaries of these two sectors from each other. this lack of recognition of the border between the two units is such that it can be said that today part of the industry is inside the university and part of the university is also inside the industry. the interaction and effective connection between university and industry is one of the most important and vital issues in advanced countries and this interaction between these two important sectors in the economy has a very deep relationship. considering the importance of the successful implementation and implementation of the national innovation system and achieving its goals, and the need to identify the role of the three key actors active in the national innovation system, i.e. the government, university and industry, the purpose of this research is to determine the role of each of these three actors in advancing the goals. and the implementation of the national innovation system. in this article, which was done by library method and review of sources, theoretical sources related to the field of communication and effective interaction between university and industry have been examined and based on that, practical suggestions have been presented.
