شناسایی چالش ها و اولویت بندی موانع ارتباط صنعت و دانشگاه در مراکز آموزش عالی و صنعتی استان کردستان

ارتباط دو نهاد دانشگاه و صنعت از ضروری‌ترین مناسبات هر جامعه‌ای است که به رشد و شکوفایی این دو نهاد و نیز ارتقاء و بهبود شرایط کل یاری می‌رساند. در این راستا تحقیق حاضر با هدف شناخت دقیق‌تر از موانع و چالش‌های پیوند دانشگاه و صنعت و شناسایی راه‌حل‌های رفع آن در مراکز آموزش عالی و صنعتی استان کردستان انجام‌ شده است.پژوهش حاضر از نوع کیفی و از نظر هدف کاربردی بوده و به شیوه تحقیقات میدانی در مراکز علمی. صنعتی به جمع‌آوری داده‌ها می‌پردازد. جامعه آماری این تحقیق شامل اساتید دانشگاه، صنعتگران و کارآفرینان مرتبط با دانشگاه و صنعت در استان کردستان می‌باشند ابزارهای جمع‌آوری داده‌ها شامل مصاحبه و پرسشنامه محقق ساخته بوده که روایی و پایایی آن‌ها به تائید اساتید دانشگاهی و مدیران و کارشناسان صنعتی رسید. جهت جمع‌آوری داده‌ها با کمک مصاحبه‌ای جهت شناسایی و تبیین مشکلات بومی صنعت و دانشگاه از میان 20 نفر انجام‌شده و جهت استخراج اولویت‌بندی شاخص‌ها از طریق توزیع و تکمیل پرسشنامه در میان 30 نفر از صاحب‌نظران با کمک تکنیک تحلیل سلسله مراتبی (ahp) و نرم‌افزارexpert choice انجام گرفت. نتایج تجزیه‌وتحلیل نشان داد که مهم‌ترین معیارها و موانع تاثیرگذار بر ارتباط صنعت و دانشگاه‌ها به ترتیب عوامل سیاست‌گذاری (قوانین و مقررات)، آموزشی و پژوهشی، اداری و اجرایی و عامل فرهنگی بوده و بنا بر نقطه نظرات مشارکت‌کنندگان می‌توان دریافت که در ارتباط بین دانشگاه و صنعت سه متغیر محتوایی، فرآیندی و زمینه‌ای تاثیرگذار بوده و صنعت به دلیل نداشتن شفافیت و گشودگی لازم در بیان نیازهای خود دانشگاه را دچار ابهام در پاسخگویی به آن‌ها نموده است. از سوی دیگر روال اداری طولانی و فرسایشی انجام کار در صنعت و دانشگاه موجب کندی پیشرفت پروژه‌های پژوهشی و دلسردی و نارضایتی مراکز صنعتی و دانشگاهی گردیده است. از طرف دیگر قوانین و مقررات سخت‌گیرانه، روابط غیررسمی، بدگمانی‌ها و سوءبرداشت‌های طرفین منجر به آسیب در روابط کاری، بی‌اعتمادی و کاهش زمینه اثبات توانایی‌های اساتید فعال و متخصص شده است. درنهایت پیشنهاد می‌گردد دولت با ایجاد هماهنگی‌های کلان کشوری، یگانه سازی اهداف ملی و تشکیل دیدگاه مشارکتی و منعطف در بین دانشگاه و صنعت زمینه‌های همکاری بین این دو نهاد را تسهیل و تحکیم نماید.

identifying the challenges and prioritizing the barriers of industry and university communication in higher and industrial education centers of kurdistan province

each the relationship between the two institutions, university and industry, is one of the most essential relations of any society, which helps the growth and prosperity of these two institutions, as well as the promotion and improvement of the overall conditions. in this regard, the present research has been conducted with the aim of knowing more precisely the obstacles and challenges of linking university and industry and identifying the solutions to solve it in the higher and industrial education centers of kurdistan province. the current research is of a qualitative type and is applied in terms of purpose and in the manner of field research in scientific centers. an industry collects data. the statistical population of this research includes university professors, industrialists and entrepreneurs related to universities and industry in kurdistan province. data collection tools include interviews and researcher-made questionnaires, whose validity and reliability were confirmed by university professors, managers and industrial experts. in order to collect data with the help of an interview to identify and explain the local problems of industry and university among 20 people and to extract the prioritization of indicators through the distribution and completion of a questionnaire among 30 experts with the help of analytical hierarchy technique (ahp) and expert choice software. was performed. the results of the analysis showed that the most important criteria and obstacles affecting the relationship between industry and universities are policy factors (laws and regulations), educational and research, administrative and executive factors, and cultural factors. industry has three influential variables: content, process and context, and due to lack of transparency and openness in expressing the university s own needs, the industry has caused ambiguity in responding to them. finally, it is suggested that the government facilitates and consolidates the fields of cooperation between the two institutions by establishing macro-national coordination, unifying national goals and forming a cooperative and flexible perspective between the university and the industry.
