ضرورت آینده نگاری دانش های پیشران به عنوان مکانیسم هماهنگ کننده صنعت و دانشگاه

صنعت و دانشگاه از مهم‌ترین و اساسی‌ترین نهادها در اقتصاد هر کشور و جزء ارکان اصلی الگوی تولید دانش‌بنیان هستند. از همین رو، نقش بسزایی در رشد و توسعه اقتصادی کشورها ایفا می‌کنند. امروزه توجه به تعامل کارآمد صنعت و دانشگاه برای جوامع اجتناب ناپذیر است. چرا که پیامدهای مثبت بسیاری در راستای ایجاد نوآوری، تحولات فناوری و رشد و توسعه اقتصادی کشورها با خود به همراه دارد. از یک سو، اقتصاد دانش‌بنیان با ظرفیت‌های چشمگیری که طی چند دهه گذشته برای دستیابی به رشد و توسعه ایجاد نموده است، به فرصت بالقوه کم‌نظیری برای جبران عقب‌ماندگی‌های کشورهای در حال توسعه مبدل شده است. از سوی دیگر، دانش عامل محوری در دستیابی به مزایای الگوی تولید دانش‌بنیان است و اهمیت ویژه‌ای یافته است. اما پیشبرد همزمان تمام شاخه‌های دانش بنا به دلایلی حتی در جوامع توسعه‌یافته نیز، امکان‌پذیر نیست؛ اول این که بودجه‌های دولتی بسیار محدود هستند و تولید دانش و فناوری به این بودجه‌ها به شدت وابسته است. دوم این که هزینه‌های سرمایه‌گذاری در حوزه‌های مختلف دانش به طرز سرسام‌آوری افزایش یافته است. در پاسخ به چنین محدودیتی ضرورت انتخاب دانش پیشران برای هر جامعه مطرح می‌شود. مطالعه حاضر با هدف بررسی اجمالی ضرورت آینده‌نگاری دانش‌های پیشران به عنوان یک مکانیسم هماهنگ کننده برای تعامل کارآمد دانشگاه و صنعت با روش توصیفی- تحلیلی تدوین شد. در توضیح نتیجه‌گیری کلی مقاله حاضر می‌توان گفت؛ صنعت برای حیات رقابتی خود، نیازمند شناسایی دانش‌های پیشران است که از طریق آینده‌نگاری امکان‌پذیر است. دانشگاه با ظرفیت‌های علمی که داراست می‌تواند به عنوان سکو یا محور انجام فرآیند آینده‌نگاری و شناسایی دانش‌های پیشران ایفای نقش نموده و به صنعت در حل این مشکل کمک نماید. طی این مسیر نیازمند تعاملی است که موجب ایجاد اجماع در دیدگاه‌های صنعت و دانشگاه و بسترسازی برای همکاری‌های پایدار این دو رکن اصلی اقتصاد دانش‌بنیان می‌گردد.

the necessity of foresight of leading knowledge as a coordinating mechanism between industry and university

industry and university are one of the most important and basic institutions in the economy of any country and are part of the main pillars of the knowledge-based production pattern. therefore, they play a significant role in the economic growth and development of countries. nowadays, it is inevitable for societies to pay attention to the efficient interaction of industry and university. because it brings with it many positive consequences in the direction of creating innovation, technological developments and economic growth and development of countries. on the one hand, the knowledge-based economy, with its significant capacities to achieve growth and development over the past few decades, has become a rare potential opportunity to compensate for the backwardness of developing countries. on the other hand, knowledge is a key factor in achieving the benefits of the knowledge-based production pattern and has gained special importance. but the simultaneous advancement of all branches of knowledge is not possible even in developed societies for some reasons; first, government budgets are very limited and the production of knowledge and technology is highly dependent on these budgets. second, investment costs in various fields of knowledge have increased dramatically. in response to such a limitation, the necessity of choosing the driving force for each society is raised.the present study was compiled with the aim of reviewing the necessity of foresight of driving knowledge as a coordinating mechanism for the efficient interaction of university and industry with a descriptive-analytical method. the results of the present study showed that the industry needs to identify driving knowledge for its competitive life, which is possible through foresight. the university, with its scientific capacities, can play a role as a platform or axis for carrying out the process of foresight and identification of driving knowledge and help the industry in solving this problem. along this path, interaction is needed that creates a consensus in the views of the industry and the university and creates a platform for sustainable cooperation between these two main pillars of the knowledge-based economy.
