مقایسة تطبیقی ساختار و عملکرد دفاتر انتقال تکنولوژی در ایران و دانشگاه ‏های منتخب جهان

با گذشت چندین سال از تاسیس نخستین دفاتر انتقال تکنولوژی کشور، هنوز فاصلة قابل توجهی میان حجم عظیم دانش تولید شدة دانشگاهی؛ که از طریق مقالات و کتب علمی به چاپ می‏رسند؛ با تکنولوژی تجاری‏ سازی شدة دانشگاهی و استار تاپ ‏های ایجاد شده توسط محققان دانشگاهی وجود دارد. دلایل این امر را تا حدودی می‏توان به زیرساخت ‏های فرآیند انتقال تکنولوژی دانشگاهی از جمله شفاف نبودن قوانین مالکیت فکری نسبت داد اما بعدی که در مطالعات پیرامون اختلاف عملکردی دفاتر انتقال تکنولوژی با انتظارات موجود از آنان کمتر بدان توجه شده است؛ ساختار و عملکرد این دفاتر در ایران است. این مطالعه با هدف بررسی ساختار و عملکرد دفاتر انتقال تکنولوژی در ایران و مقایسه آن با نمونه ‏های موفق جهانی طراحی شده است. بدین منظور دفاتر انتقال تکنولوژی شش دانشگاه استنفورد، برکلی، ام‏آی‏تی، توهوکو، توبینگن و بارسلونا از نظر ساختار و عملکرد مورد بررسی قرار گرفته و با دفاتر انتقال تکنولوژی دانشگاه‏ های شریف، تهران، اصفهان، علم و صنعت، سمنان و تربیت ‏مدرس مقایسه شده ‏اند. روش تحقیق در این مطالعه؛ مطالعة تطبیقی بوده و نمونه‏ گیری به روش هدفمند صورت گرفته است. نتایج این مطالعه بیانگر این موضوع است که دفاتر انتقال تکنولوژی در ایران اغلب عملکردی متفاوت و وظایفی گسترده ‏تر از آنچه از دفتر انتقال تکنولوژی انتظار می‏رود، داشته و ساختار این دفاتر نیز با عملکرد ایشان هم ‏خوانی ندارد. در پایان پیشنهاداتی جهت نزدیک نمودن ساختار و عملکرد دفاتر انتقال تکنولوژی در ایران با نمونه‏ های موفق جهانی ارائه شده است.

comparative analysis of the structure and performance of technology transfer offices in iran and selected universities in the world

after several years passed from the establishment of first technology transfer offices, there is still a significant gap between the huge amount of knowledge produced by universities to the commercialized academic technologies. the reasons can be partly attributed to the university technology transfer process, including the lack of transparency in intellectual property laws, the functional differences of technology transfer offices with the aims of forming them; the structure and function of these offices, etc. the structural and functional factors have been less paid attention in studies. this study is designed to investigate the structure and functions of technology transfer offices in iran and compare them with successful global examples. for this purpose, the technology transfer offices of six universities, stanford, berkeley, mit, tohoku, tubingen, and barcelona, were examined according to their structure and performance, and the results were compared with the technology transfer offices of sharif, tehran, isfahan, elam-sanat, semnan and tarbiat-modaress universities. the comparative study and purposing sampling were used. the results of this study indicate that the technology transfer offices in iran often have different functions beyond what is expected from them, and the structure of these offices is not appropriate for their functions. in the end, some suggestions have been made to bring the structure and performance of technology transfer offices in iran closer to successful global examples.
