مطالعه تطبیقی در روش‌‌تامین منابع مالی آموزش‌های فنی و حرفه ای جهان و ایران (با ارائه الگوی جدید)

هدف این پژوهش بررسی و مقایسه تطبیقی روش‌های تامین منابع مالی در نظام‌های آموزش فنی و حرفه‌ای ایران و تعدادی از کشورهای مطرح در این نوع از آموزش‌ها می‌باشد. روش پژوهش، مبتنی بر مطالعه تطبیقی است. در این بررسی شیوه‌ هریک از کشورهای مورد مطالعه با روش‌های تامین منابع مالی در ایران انطباق داده شد و در نهایت به این نتیجه رسید که سازوکار تامین بودجه مورد نیاز آموزش فنی و حرفه‌ای معمولا از بودجه عمومی دولت‌ها یکسان بوده و کسب درآمد از محل شهریه و تعرفه ثبت‌نام، نشر فروش محتوای آموزشی، دریافت تعرفه‌های آزمونی، وصول هزینه صدور مدارک و گواهینامه‌ها همراه با عقد کمک بخش صنعت و نیز درآمدهای مربوط به قراردادهای همکاری با صنایع و موسسات تولیدی و خدماتی، کسب درآمدهای جنبی ناشی از ارائه محصولات و خدمات ناشی از آموزش، سرمایه‌گذاری بخش غیردولتی، حمایت‌های غیرانتفاعی وام‌ها و اعتبارات بانکی، استفاده از منابع اعتباری سازمان‌ها، نهادها و دستگاه‌های اجرایی می‌باشد. تفاوت عمل در ایران و کشورهای دیگر نشان می‌دهد کماکان روش‌های تامین در برخی حوزه‌ها متفاوت بوده و تعدادی از آنها قابلیت اجرا د ایران را دارد. نتیجه مطالعه در قالب مدل تامین منابع مالی در آموزش‌های فنی و حرفه‌ای ایران پیشنهاد شد.

a comparative study on the methods of providing financial resources for technical and vocational education in the world and iran(by presenting a new pattern)

the purpose of this research is to investigate and compare the methods of providing financial resources in the technical and vocational education systems of iran and a number of countries that are prominent in this type of education. the research method is based on comparative study. in this review, the method of each of the studied countries was adapted to the methods of providing financial resources in iran, and finally, it was concluded that the mechanism of funding required for technical and vocational education is usually the same from the general government budget, and earning money from tuition fees and registration fee, publication and sale of educational content, receiving test fees, collecting the cost of issuing documents and certificates along with the aid contract of the industry sector, as well as revenues related to cooperation contracts with industries and manufacturing and service institutions, earning side incomes from providing products and services from education, investment of the non-governmental sector, non-profit support of loans and bank credits, use of credit resources of organizations, institutions and executive bodies. the difference in practice in iran and other countries shows that the supply methods are still different in some areas and some of them are applicable in iran. the result of the study was proposed in the form of a model of providing financial resources in technical and vocational education in iran.
