تحلیل و آسیب شناسی سند دانشگاه اسلامی از منظر تدوین شاخص‌ها

مصوبه «سند دانشگاه اسلامی» که در جلسه 735 مورخ 25/4/1392 شورای عالی انقلاب فرهنگی و براساس مصوبه شورای اسلامی شدن دانشگاه‌ها و مراکز آموزشی به تصویب رسیده است، به ارایه راهبردها و اقداماتی در چهار حوزه نظام «فرهنگی – تربیتی»، نظام «آموزشی»، نظام «پژوهش و فناوری» و نظام «مدیریتی» پرداخته است. نظام «فرهنگی – تربیتی» سند دانشگاه اسلامی، به عنوان یکی از این نظام‌های چهارگانه، دارای 21 راهبرد و 132 اقدام است. از آنجا که تحقق و عملیاتی‌سازی این سند به عنوان یکی از اسناد بالادستی نظام آموزش عالی کشور نیازمند تلاش برای شاخص‌سازی راهبردها و اقدامات مذکور در آن است، در این مقاله بر آن هستیم تا محدودیتها و دشواری‌های سند برای رسیدن به این هدف را مورد تحلیل و ارزیابی قرار دهیم. محدودیت‌هایی که از یکسو ناشی از وجود اغتشاش نظری و اعوجاج‌های روشی در سند و از سوی دیگر ابهام در معانی و تعابیر بکار رفته در برخی از راهبردها و اقدامات است. چالش‌هایی که بعضا شاخص‌سازی برای این سند را تا مرز امتناع به پیش می‌برد.در این مقاله، شاخص‌سازی کارآمد و موثر در این حوزه را در گرو تدقیق معنایی برخی اقدامات و راهبردها، ضرورت تفکیک برخی اقدامات به چند مفهوم، ضرورت تفکیک برخی شاخص‌ها به دو دسته فرایندی و برایندی، تعریف و همسان‌سازی شاخص‌ها و سنجه‌ها بر مبنای اسناد و آیین نامه‌های رسمی و متناسب سازی شاخص‌ها با شرایط هر کدام از دانشگاه‌های ایران عنوان کرده‌ایم.

the resolution of the 'islamic university document' provides strategies and measures in four areas of the 'cultural-educational' system, the 'educational' system, the 'research and technology' system, and the 'management' system. the 'cultural-educational' system of the islamic university document, as one of these four systems, has 21 strategies and 132 actions. since the realization and implementation of this document as one of the upstream documents of the country's higher education system requires an effort to index the strategies and measures mentioned in it, in this article we intend to discuss the limitations and difficulties of the document to achieve this goal. analyze and evaluate. limitations that are caused by theoretical confusion and methodological distortions in the document on the one hand, and ambiguity in the meanings and interpretations used in some strategies and actions on the other hand. challenges that sometimes push indexing for this document to the point of refusal.in this article, efficient and effective indexing in this field depends on the semantic verification of some actions and strategies, the necessity of separating some actions into several concepts, the necessity of separating some indicators into two categories of process and brain, defining and assimilating indicators and measures. based on the official documents and regulations, and adjusting the indicators to the conditions of each iranian university.
