تحلیل سند ملی دانش بنیان امنیت غذایی با توجه به سیاست‌های کلان کشور و ارائه توصیه‌های سیاستی

مفهوم امنیت غذایی به معنای دسترسی فیزیکی و اقتصادی عادلانه همه مردم در طول زندگی به غذای کافی، سالم و مغذی، یکی از ارکان اصلی اقتدار و استقلال هر کشوری است. امنیت غذایی موضوعی پیچیده و چندبعدی است که دستگاه‌های مختلف مستقیم و غیرمستقیم در تحقق آن دخیل هستند. بنابراین در شرایط فقدان یک سند بالادستی و برنامه ملی و راهبردی منسجم و بلندمدت در حوزه امنیت غذایی، برنامه دستگاه‌های مختلف با یکدیگر هماهنگ نبوده و حتی در مواردی تعارضاتی نیز مشاهده می‌شود.امنیت غذا از محورهای اصلی توسعه ملی است که در چند سال اخیر نگرش‌ها، ضرورت‌ها و اولویت‌های تازه‌ای را در سطح سیاست‌گذاری و اجرا به نمایش گذاشته است. با توجه به نقش امنیت غذایی در تحکیم امنیت ملی و فقدان سندی جامع و کارامد برای امنیت غذایی تدوین سند ملی و راهبردی امنیت غذایی مورد تاکید شورای عالی انقلاب فرهنگی و وزارت جهاد کشاورزی قرار گرفت. بطورکلی تدوین سند ملی دانشگاه بنیان امنیت غذایی کشور، اقدامی مهم در راستای عملیاتی نمودن اسناد بالادستی در حوزه‌ی غذا و تغذیه‌ی ایران محسوب می‌شود. پژوهش حاضر بصورت تحلیل محتوا و با هدف ارزیابی و تحلیل سند امنیت غذایی کشور صورت گرفت. چنانچه به هر دلیلی مفاد سند ملی امنیت غذایی اجرا نشود، پایداری آب، زیست بوم و دستیابی به اهداف طرح ریزی شده در موضوع امنیت غذایی در خطر خواهد بود. در نهایت به‌منظور رفع چالش‌‌ها در جهت تحقق امنیت غذایی در کشور با اتکا به تولید داخلی مستلزم اتخاذ رویکرد دانش‌بنیانی در کلیه حلقه‌های زنجیره عرضه محصولات کشاورزی است که ضروری است در دوره جدید وزارت جهاد کشاورزی مد نظر قرار گیرد.

analyzing the national knowledge-based food security document with respect to the country's macro policies and providing policy recommendations

the concept of food security, which means equitable physical and economic access of all people throughout their lives to sufficient, healthy, and nutritious food, is one of the main pillars of the authority and independence of any country. food security is a complex and multidimensional issue that various institutions are directly and indirectly involved in its realization. therefore, in the absence of a high-level document and a coherent and long-term national and strategic plan in the field of food security, the plans of various institutions are not coordinated with each other and even conflicts are observed in some cases. food security is one of the main axes of national development that has demonstrated new attitudes, needs, and priorities at the policy-making and implementation levels in recent years. considering the role of food security in strengthening national security and the lack of a comprehensive and effective document for food security, the development of a national document and strategy for food security was emphasized by the supreme council of the cultural revolution and the ministry of agricultural jihad. in general, the development of a national document by the national university of food security foundation is considered an important step towards operationalizing high-level documents in the field of food and nutrition in iran. the present research was conducted in the form of content analysis with the aim of evaluating and analyzing the country's food security document. if for any reason the provisions of the national food security document are not implemented, water sustainability, the ecosystem, and achieving the planned goals in the area of food security will be at risk. finally, in order to overcome the challenges of achieving food security in the country by relying on domestic production, it is necessary to adopt a knowledge-based approach in all links of the agricultural product supply chain, which is essential to be considered in the new term of the ministry of agricultural jihad.
