فرصت‌های نوآوری در سیستم‌های حکمرانی علم و فناوری با کمک هوش مصنوعی

پژوهش حاضر به بررسی فرصت‌های نوآوری در سیستم‌های حکمرانی علم و فناوری از طریق بهره‌گیری از هوش مصنوعی پرداخته است. با توجه به افزایش پیچیدگی و سرعت تحولات فناوری، سیستم‌های حکمرانی به رویکردهای جدید و نوآورانه برای مدیریت اطلاعات و اتخاذ تصمیم‌های استراتژیک نیازمندند. هوش مصنوعی با قابلیت‌های خود در تحلیل کلان‌داده، شناسایی الگوهای نوظهور و بهینه‌سازی فرآیندهای تصمیم‌گیری، فرصت‌های فراوانی را برای نوآوری در حکمرانی ایجاد می‌کند. این پژوهش با استفاده از روش تحلیلی-توصیفی و بررسی منابع مختلف علمی، به شناسایی 10 فرصت مهم پرداخته است. این فرصت‌ها در سه دسته اصلی بهبود کارایی، ارتقاء شفافیت و نظارت، و توسعه ارتباطات و همکاری‌ها طبقه‌بندی شده‌اند. از مهم‌ترین فرصت‌های شناسایی‌شده می‌توان به بهبود فرآیندهای تصمیم‌گیری مبتنی بر داده‌ها، افزایش شفافیت و پاسخگویی، تقویت نظارت علمی، تسهیل همکاری‌های بین‌المللی، و بهبود فرآیندهای تحقیق و توسعه اشاره کرد. علاوه بر این، مدل مفهومی ارائه‌شده در پژوهش، دسته‌بندی این فرصت‌ها و نحوه ارتباط آن‌ها را به‌طور ساختاریافته نمایش می‌دهد. نتایج نشان می‌دهد که هوش مصنوعی نه تنها می‌تواند به کارآمدی حکمرانی بیافزاید، بلکه با فراهم‌سازی ابزارهای جدید، می‌تواند فرآیندهای اداری را خودکار کرده و پشتیبانی لازم برای نوآوری در سیاست‌گذاری و تصمیم‌سازی را فراهم کند. در پایان، پیشنهاد شده است که برای دستیابی به حداکثر بهره‌وری، چالش‌ها و موانع احتمالی نیز شناسایی و با راهکارهای عملیاتی به آن‌ها پرداخته شود.

innovation opportunities in science and technology governance systems with the help of artificial intelligence

the current research has examined the opportunities for innovation in science and technology governance systems through the use of artificial intelligence. due to the increasing complexity and speed of technological developments, governance systems need new and innovative approaches to manage information and make strategic decisions. artificial intelligence, with its capabilities in analyzing big data, identifying emerging patterns and optimizing decision-making processes, creates many opportunities for innovation in governance. this research has identified ten important opportunities by using the analytical-descriptive method and examining various scientific sources. these opportunities are categorized into three main categories: improving efficiency, enhancing transparency and oversight, and developing communications and collaborations. the most important opportunities identified include improving data-based decision-making processes, increasing transparency and accountability, strengthening scientific supervision, facilitating international collaborations, and improving research and development processes. in addition, the conceptual model presented in the research shows the categories of these opportunities and how they are related in a structured way. the results show that artificial intelligence can not only increase the efficiency of governance, but by providing new tools, it can automate administrative processes and provide the necessary support for policy innovation and decision-making. in the end, it is suggested to identify possible challenges and obstacles to achieve maximum productivity and deal with them with operational solutions.
