بررسی و تبین نقش و جایگاه حکمرانی علم و فناوری در گفتمان رهبر معظم انقلاب اسلامی

امروزه موتور محرکه پیشرفت هر جامعه ای دستیابی به قله های علم و فناوری در عرصه های مختلف می باشد. لذا جایگاه علم و پژوهش در هر کشوری برای سیاست مداران و سیاستگذاران آن جوامع نقش بی بدیلی دارد. کشور ایران پس از انقلاب اسلامی با وجود تحریم های متعدد سعی کرده است این مهم را در همه شئونات اجتماعی،سیاسی، اقتصادی و... جاری و ساری کند. حضرت آیت الله خامنه(مدظله عالی) در طول بیش از سه دهه از سکانداری رهبری کشور ، همواره بر اهمیت مساله علم و فناوری تاکید ویژه ای داشته اند. این امر حاکی از درایت و هوشمندی ایشان نسبت به این مساله کلیدی بوده است. این پژوهش سعی دارد با روش مرور سیستماتیک و با تکیه بر منابع کتابخانه و بیانات معظم له به ابعاد جایگاه علم و فناوری در الگوی حکمرانی ایرانی- اسلامی و تقسیم بندی آنها بپرادزد. نتایج پژوهش حاکی از آن است که رهبری در ابتدا با ارائه یک سند بالادستی، نقشه راه علم و فناوری را معین کرده اند و در بیاناتی که در جمع مسئولین، نخبگان و مردم داشتند به تبیین این مهم پرداختند. پس از تحلیل محتوای بیانات ایشان شش اصل(اقتدار علمی، انقلاب سلامی پیشران علم و فناوری، مساله محوری، مرجعیت علمی، دستیابی به چرخه کامل علم و فناوری و اخلاق محوری) استخراج و تبیین شد. نتیجه توجه و عمل به شش اصل مذکور، گفتمان سازی یک نهضت علم و فناوری جهت ارائه یک الگوی سیاسی ایرانی – اسلامی مستقل به جهان در راستای تمدن نوین اسلامی می باشد.

the explanation of the role and place of science and technology governance within the discourse of the supreme leader of the islamic revolution

today, the driving force of any society's progress is achieving the peaks of science and technology in various fields. therefore, the position of science and research in any country plays an irreplaceable role for politicians and policymakers of those societies. after the islamic revolution, iran has tried to implement this issue in all social, political, economic, etc. aspects, despite numerous sanctions. his highness ayatollah khamenei (supreme leader) has always emphasized the importance of the issue of science and technology during more than three decades of leading the country. this indicates his wisdom and intelligence regarding this key issue. this research attempts to examine the dimensions of the position of science and technology in the iranian-islamic governance model and their division using a descriptive-analytical method and relying on library resources and his highness' statements. the results of the research indicate that the leadership initially determined the roadmap for science and technology by presenting a high-level document and explained it in statements they made to officials, elites, and the public. after analyzing his statements, six principles (scientific authority, the revolutionary salami leading science and technology, problem-centeredness, scientific authority, achieving the full cycle of science and technology, and ethics-centeredness) were extracted and explained. the result of paying attention to and acting on the six principles mentioned is the discourse-building of a science and technology movement to present an independent iranian-islamic political model to the world in line with the new islamic civilization.
