نقد نظری و تحلیل محتوایی سند ملی دانش‌بنیان امنیت غذایی از منظر حکمرانی

سند ملی دانش‌بنیان امنیت غذایی، سندی بالادستی است که چشم‌انداز امنیت غذایی ایران در افق 10 ساله را تعیین و راهبردها و اقدامات ملی موردنیاز برای رسیدن به اهداف کلان را مشخص کرده است. سوال این پژوهش این است که چگونه می‌توان با محوریت این سند، حکمرانی آینده امنیت غذایی کشور را سامان داد. هدف از این پژوهش، یافتن گسست‌ها، تناقضات و موانعی است که ممکن است درمتن، فهم و اجرای سند ملی وجود داشته باشد. برای رسیدن به پاسخ این سوال، متن اصلی سند، اسناد پشتیبان و مصاحبه‌های صاحب‌نظران از حیث نظری مورد نقد و از حیث محتوایی مورد تحلیل مضمون قرار گرفت. یافته‌های پژوهش، فقدان مبانی نظری و گفتمان بومی پیرامون مفهوم غذا و امنیت غذایی را مشخص کرد که پیامدهای آن در هستی‌شناسی، روش‌شناسی، تعریف مفاهیم و رویکرد غالب سند، مشهود است. تناقضات نظری از حیث رویکردی، تعارض منافع و تشتت‌آرای ذی‌نفعان کلیدی، اجرای مفاد سند ملی امنیت غذایی از منظر حکمرانی را با تردید روبرو می‌کند. با لحاظ یافته‌های پژوهش، مدل مفهومی پیشنهادی برای امنیت غذایی ارائه شد. برای تدوین نسخه ارتقایافته سند، انجام مطالعات نظری، استفاده از روش‌شناسی آینده‌پژوهی، تدقیق مفاهیم قبلی و تعریف مفاهیم جدید، استانداردسازی آمار مرجع و اتخاذ رویکرد سیستمیک پیشنهاد می‌شود.

theoretical criticism and content analysis of the national knowledge-based document on food security from the perspective of governance

the national knowledge-based document on food security is an upstream document that determines the perspective of iran's food security in the 10-year horizon and specifies the national strategies and measures needed to achieve the major goals. the question of this research is how to organize the future governance of the country's food security based on this document. the purpose of this research is to find the gaps, contradictions and obstacles that may exist in the text, understanding and implementation of the national document. in order to answer this question, the main text of the document, supporting documents and expert interviews were theoretically criticized and content-wise analyzed. the findings of the research determined the lack of theoretical foundations and native discourse around the concept of food and food security, the consequences of which are evident in the ontology, methodology, definition of concepts and the dominant approach of the document. considering the aforementioned, a proposed conceptual framework for food security was presented. theoretical contradictions in terms of approach, conflict of interests and disagreements of key stakeholders make the implementation of the national document on food security doubtful. in order to develop an improved version of the document, it is suggested to conduct theoretical studies, use prospective research methodology, clarify previous concepts and define new concepts, standardize reference statistics, and use a systemic approach.
