ارائه الگوی تحول در حکمرانی علوم پایه بر اساس اسناد بالادستی

علوم پایه یا علوم بنیادی زیربنای اصلی سایر دانش‌ها محسوب می‌شود و به مثابه موتور محرکه و سرچشمه توسعه علم و فناوری و شتاب‌دهنده سایر حوزه‌های دانش است. در حالیکه کشورهای توسعه‌یافته مرزهای علم را به کمک پیشرفت‌های چشمگیر تحقیقاتی درنوردیده‌اند، در کشور ما شاهد کاهش اقبال به علوم پایه هستیم. به رغم تاکیدات مقام معظم رهبری بر تحول و توسعه علوم پایه و همچنین توجه به علوم پایه و علوم بنیادی در اسناد بالادستی کشور اعم از نقشه جامع علمی و برنامه‌های توسعه‌ای، هنوز تا رسیدن به نقطه مطلوب مسیری طولانی در پیش رو داریم. در این پژوهش با روش تحلیل اسنادی، محورها و راهبردهای مهم و اساسی از منظر اسناد بالادستی، شامل فرمایشات رهبری و اسنادی همچون سیاست‌های کلی علم و فناوری و نقشه جامع علمی کشور ، استخراج و پس از اعتبار سنجی آن طی پنل خبرگانی، الگوی تحول در حکمرانی علوم پایه تدوین و ارائه شد. بر اساس چارچوب ارائه شده زنجیره شکل‌گیری درست حوزه علوم پایه و تحول در آن با هماهنگی و انسجام ‌حلقه‌ای آموزش، پژوهش و بازار کار علوم پایه شکل خواهد گرفت. هدایت نخبگان به علوم پایه، توسعه آزمایشگاه‌ها، افزایش بودجه تحقیق و توسعه در علوم پایه و فعال نمودن بخش خصوصی و صنعت از جمله اقدامات مهمی است که در اسناد بالادستی در حلقه‌های مذکور لازم الاجرا می‌باشد.

basic or fundamental sciences are the main foundation of other sciences and are the driving force and source of the development of science and technology and the acceleration of other fields of knowledge. while developed countries have crossed the boundaries of science with the help of significant research advances, in our country we are witnessing a decrease in interest in basic sciences. we still have a long way to go in terms of the supreme leader's emphasis on the development and development of basic sciences, as well as the attention to basic sciences and basic sciences in the country's upstream documents, including the comprehensive scientific map and development programs. in this research, using the method of document analysis, important and fundamental axes and strategies from the perspective of upstream documents, including leadership orders and documents such as the general science and technology policies and the comprehensive scientific map of the country, were examined and, after its validation by an expert panel, a model of transformation in basic governance sciences was developed and presented. based on the presented presentation, the chain of proper formation of the field of basic sciences and its transformation will be formed with the coordination and coherence of the education circles and research of the basic sciences labor market. guiding elites to basic sciences, developing laboratories, increasing research and development budgets in basic sciences, and activating the private sector and industry are among the important things that are enforced in upstream documents in its circles.
