واکاوی سیاست‌های حکمرانی آموزش عالی

پژوهش پیش‌رو با هدف بررسی ابعاد کلیدی حکمرانی در آموزش عالی و پیامدهای آن بر کیفیت، دسترسی و توسعه پایدار صورت پذیرفته است. با استفاده از روش مرور اسنادی و جمع‌آوری داده‌ها از منابع معتبر، این تحقیق به شناسایی و تبیین الگوهای مختلف حکمرانی در سیستم‌های آموزش عالی و استخراج یک الگوی مفهومی مبتنی بر مولفه‌ها پرداخته است. یافته‌ها شامل مولفه‌های کلیدی همچون پیچیدگی سیستم‌های حکمرانی، موانع دسترسی به آموزش عالی، نوآوری اجتماعی، انطباق با نیازهای محلی و ملی، موانع فرهنگی و ساختاری، و نقش رهبری و ساختار قدرت هستند. نتایج نشان می‌دهد که حکمرانی موثر نه تنها به عنوان ابزاری برای مدیریت و نظارت بر نظام‌های آموزشی عمل می‌کند، بلکه نقش محوری در توسعه اقتصادی، اجتماعی و فرهنگی جوامع ایفا می‌کند. ایجاد نهادهای نظارتی قوی و فرهنگ ارزیابی، بهبود کیفیت آموزش را تسهیل می‌کند، در حالی که شناسایی و رفع موانع ساختاری، دسترسی عادلانه به آموزش عالی را تضمین می‌نماید. همچنین، همکاری میان دانشگاه‌ها، دولت و بخش خصوصی به ظرفیت‌سازی و حل چالش‌های موجود کمک می‌کند. در نهایت، حکمرانی مناسب در آموزش عالی می‌تواند نقش حیاتی در تحقق اهداف توسعه پایدار ایفا کند.

analyzing higher education governance policies

the present study aims to examine key dimensions of governance in higher education and its implications for quality, access, and sustainable development. using a documentary review method and collecting data from reliable sources, this study identifies and explains different governance patterns in higher education systems and derives a conceptual model based on components. the findings include key components such as the complexity of governance systems, barriers to access to higher education, social innovation, adaptation to local and national needs, cultural and structural barriers, and the role of leadership and power structure. the results show that effective governance not only acts as a tool for managing and monitoring educational systems, but also plays a pivotal role in the economic, social, and cultural development of societies. establishing strong oversight institutions and a culture of evaluation facilitates improving the quality of education, while identifying and removing structural barriers ensures equitable access to higher education. also, collaboration between universities, the government, and the private sector helps build capacity and address existing challenges. ultimately, good governance in higher education can play a vital role in achieving the sustainable development goals.
