ارائه راهبردهای سیاستی توسعه تجارت فناوری در بستر شبکه فن‌بازار ملی ایران

فن‌بازار بستری برای تسهیل و تسریع تجارت فناوری و تبادل نظام‌مند فناوری بین تامین‌کننده و متقاضی فناوری است. پیرو آغاز فعالیت‌های پارک فناوری پردیس در راه‌اندازی فن‌بازارها از سال 1381، در اقدام ملی 8 ذیل راهبرد کلان 3 سند نقشه جامع علمی کشور بر «ساماندهی فن‌بازارهای عمومی و ایجاد فن‌بازارهای تخصصی در حوزه‌های اولویت‌دار کشور» تاکید شد و مسئولیت اجرایی ساماندهی فن‌بازارها نیز به پارک فناوری پردیس واگذار شد. در حال حاضر ذیل شبکه فن‌بازار ملی ایران 31 فن‌بازار منطقه‌ای، 5 فن‌بازار تخصصی و بیش از 80 کارگزاری تجارت فناوری مشغول به فعالیت هستند. طی بیش از دو دهه فعالیت فن‌بازار، عمده تلاش‌ها بر تثبیت شبکه فن‌بازار ملی ایران و گسترش این شبکه در سطح کشور متمرکز بوده است و اکنون ضروری است تمرکز بیشتری بر شکوفایی حداکثری این ظرفیت و استفاده از آن در جهت تحقق به‌هم‌رسانی عرضه و تقاضای فناوری در کل زیست‌بوم علم و فناوری کشور صورت گیرد. از این رو این پژوهش درنظر دارد با استفاده از روش پژوهشی کیفی مبتنی بر مصاحبه عمیق با دینفعان و خبرگان این موضوع، ضمن شناسایی چالش‌های فراروی نقش‌آفرینی موثر شبکه فن‌بازار ملی ایران در زیست‌بوم علم و فناوری، راهبردهای سیاستی در این خصوص ارائه دهد.

providing strategies for the development of technology trade within the context of iran techmart network

techmart is a platform to facilitate and accelerate technology trade and systematic exchange of technology between suppliers and technology applicants. following the activities of pardis technology park in setting up techmarts since 2001, in national action 8 under the 3rd strategy of the country's comprehensive science map, it was emphasized on 'organizing general techmarts and creating specialized techmarts in the priority areas of the country' and the executive responsibility of organizing techmarts is also assigned to the pardis technology park. currently, 31 regional techmarts, 5 specialized techmarts and more than 80 brokers are working under the iran national techmart network. during more than two decades of techmart activity, the main efforts have been focused on stabilizing iran national techmart network and expanding this network at the country level, and now it is necessary to focus more on the maximum flourishing of this capacity and its use in order to realize the convergence of technology supply and demand in the whole ecosystem of science and technology of the country. therefore, this research intends to use a qualitative research method based on in-depth interviews with the stakeholders and experts of this issue, to identify the challenges facing the effective role-playing of iran national techmart network in the ecosystem of science and technology and provide policy strategies in this regard.
