بررسی و ارزیابی نگاشت نهادی علم و فناوری جمهوری اسلامی ایران

یکی از ملزومات حکمرانی اثربخش داشتن تصویری درست از نقش آفرینان و بازیگران و نحوه سازماندهی آنان است. در پژوهش حاضر به بررسی نگاشت نهادی علم و فناوری ایران پرداخته شده است. اهمیت این موضوع از آنجا نشات می‌گیرد که نظام علم و فناوری دارای تعدد و تنوع بالایی در بازیگران و کارکردها است و تلاش برای بررسی آنها می تواند به فهم بهتر از پیچیدگی‌های ساختاری و کارکردی این نظام کمک کند. گردآوری داده‌های این پژوهش از طریق مطالعه کتابخانه ای شامل بررسی مطالعات پیشین و اسناد و مدارک موجود صورت گرفته است. در این مقاله به ارزیابی نگاشت نهادی علم و فناوری در ایران پرداخته شده است و در نهایت مبتنی بر خلا های شناسایی شده پیشنهاداتی اصلاحی ارائه گردیده است. شاخص های احصاء شده در این پژوهش جهت ارزیابی نگاشت نهادی علم و فناوری عبارتند از: هماهنگی بین نهادها، کارایی منابع، انتقال فناوری، پاسخگویی به نیازهای بازار، نوآوری و خلاقیت، مشارکت ذی نفعان، پایداری نهادها، توسعه زیرساخت ها، چابکی سازماندهی، هم افزایی، انسجام درونی، تاثیرگذاری بیرونی

'one of the essentials of effective governance is having an accurate understanding of the roles of actors and stakeholders and how they are organized. this study examines the institutional mapping of science and technology in iran. the importance of this topic arises from the high diversity and multiplicity of actors and functions within the science and technology system, and efforts to analyze them can contribute to a better understanding of the structural and functional complexities of this system. the data for this research were collected through a library study, which included a review of previous studies and existing documents. this article evaluates the institutional mapping of science and technology in iran and ultimately provides corrective suggestions based on the identified gaps.the identified indicators in this study for evaluating the institutional mapping of science and technology are: coordination between institutions, resource efficiency, technology transfer, responsiveness to market needs, innovation and creativity, stakeholder participation, sustainability of institutions, infrastructure development, organizational agility, synergy, internal cohesion, and external influence.'
