این مقاله به مبانی عقلی- نقلی حق مردم در کسب اخبار و دسترسی به اطلاعات دولتی و وقایع جاری پیرامونشان، اشاره می‌کند.کسب خبر در اسلام به عنوان حق، برای مردم شناخته شده است و البته در زمینه حدود آزادی بیان، الزاماً تابع مکتب‌های بشری نیست. دولت اسلامی موظف است اخبار و اطلاعات را به صاحبان اصلی آن که مردم هستند بدهد و مردم را با این حق آشنا سازد.کسب خبر باعث سلامت اجتماع، اجرای امر به معروف و نهی از منکر و پیشرفت و شکوفایی جامعه اسلامی می شود و حکومت اسلامی وظیفه دارد ضمن به رسمیت شناختن این حق برای شهروندان، موانع موجود برای برخورداری از این حق را بردارد.در قسمت اول این مقاله به ادله امر به معروف و نهی از منکر و ادله شورا جهت اثبات این حق اشاره شده و سپس در قسمت دوم محدودیت آن مورد بررسی و واکاوی قرار گرفته است.البته طبیعی است که مردم در اعمال حق خودشان کاملاً آزاد نیستند- همانطور که هیچ آزادی به طور مطلق وجود ندارد- بلکه اعمال این حق با محدودیت ممنوعیت کسب خبر دروغین و کسب خبر غیر مفید مواجه است.
