   تاثیر کیفیت حکمرانی بر شمول مالی بخش بانکی در کشورهای منتخب منا

چکیده    یکی از پیش شرط های اصلی در مباحث توسعه پایدار، شمول مالی بوده که با بهبود کارایی بازارهای مالی و اثربخشی واسطه گری مالی، ثبات مالی کشورها را تقویت کرده و دسترسی گسترده به سرمایه و خدمات مالی را افزایش می دهد. بنابر اهمیت چنین موضوعی، در این مطالعه به بررسی اثر کیفیت حکمرانی بر شمول مالی بخش بانکی در کشورهای منتخب منا طی دوره زمانی 2021-2004 پرداخته می شود. لذا به منظور ارزیابی اثر کیفیت حکمرانی بر شمول مالی از شش شاخص حکمرانی شامل کنترل فساد، مسئولیت پذیری، اثربخشی دولت، ثبات سیاسی، کیفیت قانون و مقررات و حاکمیت قانون بهره گرفته شده است. همچنین برای شاخص شمول مالی بخش بانکی از متغیرهای تعداد دستگاه های خودپرداز، تعداد موسسات و بانک های تجاری، تسهیلات و وام های اجرایی توسط بانک های تجاری استفاده گردید. با توجه به نتایج آزمون های ایستایی و همجمعی، تکنیک fmols جهت برآورد مدل های مطالعه انتخاب گردید. نتایج به دست آمده نشان می دهد که در حالت کلی بهبود شاخص های حکمرانی بر شمول مالی اثر گذاشته که بیشترین اثرگذاری مربوط به متغیر کیفیت قانون بوده و کمترین اثرگذاری نیز به متغیر مسئولیت پذیری اختصاص دارد. از بین متغیرهای کنترل، در حالی که شاخص ثبات مالی اثر مثبت و معنی داری بر شمول مالی به دنبال دارد، رشد جمعیت منجر به کاهش شمول مالی در این کشورها شود.

   financial inclusion in selected mena countries

Abstract    one of the main prerequisites of sustainable development to be financial inclusion which is regarded as a key factor of financial development. by improving the efficiency of financial markets and the effectiveness of financial intermediation, financial inclusion not only strengthens financial stability but increases having unrestricted access to investment fund and financial services as well. promoting financial inclusion and developing good governance are main but challenging priorities in the mena region. considering the importance of the matter, the paper empirically investigates the relationship between governance quality and the financial inclusion by using fully modified ordinary least squares (fmols) during the period of 2004-2021 for the 15 selected mena countries.to evaluate the influence, we take advantages of six governance indicators including control of corruption, voice and accountability, government effectiveness, political stability and absence of violence/terrorism, and rule of law. also, for the financial inclusion index of the banking sector the number of atms, the number of commercial banks and financial institutions as well as financial assistance provided by banks and lending institutions are used. applying fmols technique was chosen to estimate the models in our study because of the results of the static and cointegration tests. estimating the models indicates that the improvement of governance indicators, in general, significantly affects financial inclusion. in comparison with the variable of rule of law with the most favorable effect, voice and accountability has the least effect on financial inclusion. among the control variables, the financial stability index has a positive and significant impact, though population growth adversely affects financial inclusion in these countries.
