چکیده
|
نرخ مشارکت نیرویکار و اشتغال جزء کلیدیترین شاخصهای بازار کار بوده و تابع مولفههای مختلف اقتصادی، اجتماعی و فرهنگی میباشند. یکی از مهمترین عوامل موثر بر این متغیرها، شاخص فساد میباشد. فساد میتواند از طریق کاهش درآمد مالیاتی دولت، کاهش در تولید خدمات و کالاهای عمومی و همچنین تغییر سهم عرضه نیرویکار در بخشهای رسمی و غیررسمی اقتصاد بر اشتغال تاثیرگذار باشد. همچنین فساد از طریق تشویق فعالیتها در بخش غیررسمی اقتصاد، کاهش بهرهوری بخش خصوصی و افزایش بار مالیاتی از طریق تغییر مبادله بین پسانداز- مصرف، منجر به کاهش نرخ مشارکت نیرویکار میشود. از این رو در این تحقیق، تاثیر شاخصهای مختلف فساد بر نرخ مشارکت نیرویکار و اشتغال در ایران و کشورهای منتخب منا در بازه زمانی 2023-2005 مطالعه شده و با استفاده از روش رگرسیونی کوانتایل، شش مدل جداگانه برآورد شده است. نتایج برآورد مدلها نشان میدهند که تاثیر فساد بر نرخ مشارکت نیرویکار و اشتغال در ایران و کشورهای منتخب منفی بوده و این تاثیر در سطح معناداری 5 درصد به لحاظ آماری معنادار میباشد. زیرا فساد با تاثیر منفی بر فعالیتهای تولیدی، کارآفرینی و فضای کسب و کار، توانسته است سطح اشتغال و نرخ مشارکت نیرویکار در کشورهای مذکور را کاهش دهد. سطح مصرف و کیفیت نهادی نیز تاثیر مثبت بر نرخ مشارکت نیرویکار و سطح اشتغال داشته و این تاثیر در سطح معناداری 5 درصد، به لحاظ آماری معنادار میباشد. تاثیر اقتصاد پنهان (غیررسمی) بر نرخ مشارکت نیرویکار و سطح اشتغال در ایران و کشورهای منتخب منفی بوده و این تاثیر در سطح معناداری 5 درصد، به لحاظ آماری معنادار میباشد. زیرا افزایش اقتصاد پنهان یا غیررسمی، باعث جذب بخشی از نیرویکار شده و بدین ترتیب سطح اشتغال و نرخ مشارکت واقعی را کاهش میدهد. از اینرو دولتها بایستی با اجرای اقداماتی نظیر دولت الکترونیکی و افزایش شفافیت فعالیتهای بخش عمومی، با جدیت بیشتر برای مبارزه با فساد اقدام نموده و باعث بهبود محیط کسبوکار و اشتغال گردند.

Abstract
|
labor force participation rate and employment are among the key indicators of the labor market and are subject to various economic, social and cultural components. one of the most important factors affecting these variables is the corruption index. corruption can affect employment by reducing government tax revenues, reducing the production of services and public goods, as well as changing the share of labor supply in the formal and informal sectors of the economy. corruption also reduces labor force participation rates by encouraging activities in the informal sector of the economy, reducing private sector productivity, and increasing the tax burden by changing the trade-off between savings and consumption. therefore, in this study, the effect of different indicators of corruption on labor force participation rate and employment in iran and selected mena countries in the period of 2005-2023 has been studied and using quantile regression methods, six separate models have been estimated. the results of models estimation show that the effect of corruption on labor force participation rate and employment level in iran and selected countries is negative and this effect is statistically significant at a significant level of 5%. because corruption has had a negative impact on productive activities, entrepreneurship and business environment, has been able to reduce the level of employment and labor force participation in these countries. the level of consumption and the quality of institutions also have a positive effect on the labor force participation rate and the level of employment, and this effect is statistically significant at a significant level of 5%. the effect of hidden economy (informal) on labor force participation rate and employment level in iran and selected countries is negative and this effect is statistically significant at a significant level of 5%. because the growth of the hidden or informal economy has attracted part of the labor force, thus reduces the level of employment and the real participation rate in the economy. therefore, by implementing measures such as e-government and increasing the transparency of public sector activities, governments should fight corruption more seriously and improve the business and employment environment.
