بررسی رابطه سیاستهای مالی و نابرابری درآمد درایران: با استفاده از رویکرد تالک-باستیات

چکیده
|
با توجه به اهمیت تبعاتی که توزیع ناعادلانه درآمد دارد و نقش دولت به عنوان یکی از مهمترین نهادهای سیاست گذار و مسئول در بهبود توزیع درآمد در کشور، در این مطالعه با کمک نظریه تالک-باستیات، نقش دولت از طریق اعمال مالیات و مخارج دولتی بر نابرابری درآمد در ایران مورد بررسی قرار گرفته است. طبق نظریه تالک-باستیات، حدود آستانهای برای مالیات و مخارج دولتی وجود دارد که قبل و بعد از آن، سیاستهای مالی میتوانند اثرگذاری متفاوتی بر نابرابری درآمد داشته باشند. لذا در این مطالعه با بکارگیری الگوی خودرگرسیو انتقالی ملایم طی دوره زمانی 1379-1400 اثرگذاری سیاست های مالی دولت بر نابرابری درآمد در ایران مورد آزمون واقع شده است. نتایج تجربی حاصل از این تحقیق حاکی از آن است که افزایش مخارج دولتی تا کمتر از حد آستانه آن (1182222 میلیارد ریال) منجر به بهبود توزیع درآمد شده، ولی با افزایش آن بیش از حد آستانه توزیع درآمد بدتر خواهد شد. البته این اثرگذاری ها جزئی و ضعیف بوده است. همچنین، در مورد مالیات برعکس اثر مخارجی، در مقادیر کمتر از آستانه (732959 میلیارد ریال)، افزایش مالیات باعث بدتر شدن نابرابری درآمدی شده ولی در مقادیر بیشتر از حد آستانه باعث کاهش نابرابری درآمدی شده است. با توجه به اهمیت مشکل کسری بودجه در ایران، سیاست های انقباضی مالی، شامل ترکیبی از کاهش مخارج دولت و افزایش مالیات ها، توصیه می شود که در نتیجه آن توزیع درآمد نیز بهبود می یابد.

fiscal policies and income inequality: new evidence on the tullock-bastiat hypothesis

Abstract
|
given the significant consequences of income inequality and the role of the government as one of the most important policymakers and institutions responsible for improving income distribution in a country, this paper examines the relationship between income inequality and governmental intervention by considering the tullock-bastiat hypothesis. we estimate a nonlinear model based on time series data in iran from 2000 to 2021. we showed that the dynamics of the mentioned relationship can be well approximated by a class of smooth transition autoregressive (star) models using the level of government expenditure and tax as transition variables. indeed, the results indicate there are threshold values for the mentioned transition variables and confirmed different effects of the supportive policies of the government on reducing inequality. indeed, increasing government spending up to its certain threshold level leads to an improvement in income distribution. however, increasing government spending beyond this threshold level (1182222 billion rials) worsens income distribution. besides, the impact of taxation on income inequality is the opposite of that of government spending. in other words, increasing taxation up to its certain threshold level (732959 billion reials) worsens income distribution. however, increasing taxation beyond this threshold level improves income distribution. therefore, given the significance of the budget deficit problem in iran, it is recommended to implement fiscal contractionary policies. this includes a combination of reducing government spending and increasing taxes, which in turn leads to an improvement in income distribution.
