Abstract
in recent decades, especially in the past 10 years, the volume of smuggling in developing countries has been on an upward trend. despite the adoption of policies such as policies to support domestic production, issuing bills of lading, organizing seafaring trade, creating border markets, creating a system tracking code, making banking processes smarter, etc., the growth rate of smuggling has been growing according to statistics announced by the central headquarters for combating smuggling of goods and currency in the past decade. the expansion of informal trade, along with the existence of economic sanctions on iran, has doubled its negative effects. threatening the health of society with smuggling of health-oriented goods, withdrawal of subsidized goods from the distribution cycle, and shortage of supply in the domestic market, etc. are examples of the negative consequences of informal trade. therefore, identifying the factors affecting smuggling is an unavoidable requirement. in the present study, experts' understanding of the factors affecting smuggling in iran has been compared with the results of a model based on official data in the period 1349 to 1402. the results of the study show that the country's experts' understanding of the factors affecting smuggling differs in terms of prioritization and intensity of impact from the results of the model based on official statistics. the experts' understanding emphasizes the impact of trade restrictions, while according to official statistics, macroeconomic variables have a greater impact on smuggling. also, according to the experts' understanding, smuggling leads to an increase in unemployment, while according to official statistics and model results, smuggling has a negative impact on unemployment. the impact of smuggling on economic growth is meaningless according to the available statistics in the considered time period, while according to the experts' understanding, it has a high factor load. therefore, if policymakers in the country realize the order of importance and how socio-economic and trade factors affect smuggling and adjust their anti-smuggling policies in proportion to the factors affecting smuggling, informal trade will decrease.
