پنج نیروی پورتر در صنعت راه آهن ایران

بسیاری از چالش هایی که در حوزه حمل و نقل ریلی گریبان گیر فعالان آن است در حوزه اختیارات و توانایایی های آنان برای حل مشکل نیست. به عبارتی دیگر زمین فعالیت برای این بازیگران به نوعی تنظیم و سیاست گذاری شده که نیروهایی را در جهت کاهش سودآوری به آنها وارد می کند. آنچه که به عنوان ضرورت اصلاح ساختار صنعت و یا تحول در صنعت شناخته می شود عمدتا منبعث از این عارضه است.یکی از چهارچوب هایی که در مدیریت و استراتژی به خوبی توانسته است ساختارهای صنایع را مورد ارزیابی قرار داده و تبیین نماید ساختار پیشنهادی از سوی مایکل پورتر می باشد. هدف از این مقاله آن است که با استفاده از چهارچوبی که پورتر در مدل خود ارائه می دهد، ساختار صنعت ریلی ایران در بخش برون شهری مورد پایش قرار داده و عوامل کلیدی تاثیر گذار در آن فهرست بندی و اولویت بندی کند. انتظار آن است که تبیین و شفاف شدن این عوامل بتواند راه را برای سیاست گذاران این صنعت برای اصلاح ساختاری و یا حداقل جلوگیری از فشار عوامل منفی بر سودآوری بازیگران این صنعت کاهش دهد. چارچوب پنج نیرو پورتر در چندین صنعت و حتی در موضوعات مرتبط با راه آهن های جهان اعمال شده است، اما هنوز در صنعت راه آهن ایران اعمال نشده است. در این مقاله به اعتبارسنجی و اجرای توسعه چارچوب های مختلف همراه با کاربرد در صنعت راه آهن ایران پرداخته میشود.

many of the challenges in the field of rail transportation are not within the scope of their powers and abilities to solve the problem. in other words, the field of activity for these actors is regulated and politicized in a way that brings forces them in the direction of reducing profitability. what is known as the necessity of reforming the structure of the industry or transformation in the industry is mainly due to this complication. one of the frameworks that has been able to evaluate and explain the structures of industries in management and strategy is the structure proposed by michael porter. the purpose of this article is to monitor the structure of iran s rail industry in the commuter train by using the framework that porter provides in his model and list and prioritize the key influencing factors. it is expected that the explanation and clarification of these factors can reduce the way for the policymakers of this industry to make structural reforms or at least prevent the pressure of negative factors on the profitability of the players in this industry. porter s five forces framework has been applied in several industries and even in issues related to world railways, but it has not yet been applied in iran s railway industry. in this article, the validation and implementation of the development of different frameworks along with their application in the iranian railway industry are discussed.
