در نظام برنامه ریزی کنونی جهان، توسعه حمل و نقل عمومی محور(tod) در کانون توجه برنامه ریزان و طراحان شهری قرار گرفته است و دلیل آن هم افزایش طول سفرهای شهری و ازدحام ترافیک در مراکز شهری و تجاری است . تنظیم و توسعه محیط ساخته شده شهری برای حمایت بهتر از حمل و نقل پایدار یکی از چالش های کلیدی برنامه ریزی شهری امروز است چراکه استفاده از زمین تاثیر زیادی بر نحوه سفر مردم دارد. همچنین از سویی ادغام برنامه‌ریزی کاربری زمین با هدف افزایش فعالیت های تجاری و ارتقای کیفیت محیط شهری و از سوی دیگر مدیریت تقاضای حمل و نقل با استفاده از حق دسترسی و انتخاب بیشتر به مسافران در انتخاب وسایل نقلیه افزایش کلید موفقیت شهرهایی بوده است که استفاده از حمل و نقل عمومی را افزایش داده‌اند. این تغییرات نتایج تلاش های استراتژیک برای به کارگیری مفهوم توسعه حمل و نقل محور(tod) به عنوان یک اصل برنامه ریزی و توسعه برای متراکم کردن محیط های ساخته شده در اطراف گره‌های حمل و نقل عمومی و در امتداد کریدورهای حمل و نقل عمومی است. در این مقاله ضمن بررسی موارد فوق، به تاثیرات مثبت بهره‌مندی از مترو با به کارگیری راهکارهای ترافیکی و شهرسازی و زمین ، روش ترکیبی حمل و نقل عمومی و کاربری زمین، و همچنین نحوه ارتباط این دو می پردازد. علاوه بر آن، به تاثیر این دو با هم در توسعه عدالت با توسعه عدالت اجتماعی به واسطه توزیع عادلانه امکانات و محیط زیست با کاهش آلودگی های صوتی و بصری با کاهش حجم سفرهای درون شهری می پردازد.
