شاخص های هم افزایی و هم آهنگی سامانه فرماندهی و کنترل

هر سامانه فرماندهی وکنترل در صورتی توانمندی‌های لازم را خواهد داشت که بتواند، فرماندهی واحد، زبان مشترک، ساختار منسجم و قابل انعطاف، سیستم و تجهیزات ارتباطی جامع، کنترل محدوده عملیات، طرح‌های عملیاتی یکپارچه و مدیریت جامع منابع داشته باشد. از مهمترین چالش‌های موجود در سامانه فرماندهی وکنترل، عدم هماهنگی و تعامل زیر سامانه های فرماندهی وکنترل سایر نیروها و سازماندهی نیروها در پاسخ و پشتیبانی بهنگام می باشد. فرماندهی وکنترل مناسب صرفاً با اجرای به هنگام،اثربخش و کارامد اقدامات بموقع و بجا امکان پذیر خواهد بود. لذا هدف از انجام این تحقیق، « شناسایی شاخص های هم افزایی و هم آهنگی سامانه فرماندهی و کنترل » می‌باشد نوع تحقیق، کاربردی- توسعه‌ای و روش تحقیق، توصیفی تحلیلی با رویکرد ترکیبی می‌باشد. برای پاسخ به سوال تحقیق، بر مبنای ویژگی‌های جامعه‌ آماری، تعداد 112 نفر از صاحب‌نظران این حوزه به‌صورت هدفمند تعیین شده و پرسشنامه بین آنان توزیع گردید. تجزیه و تحلیل داده‌ها نشان می‌دهد که بعد هم افزایی و هم آهنگی سامانه فرماندهی و کنترل با 4 مولفه‌ی و 14 شاخص و با ضریب 0.817 یک رابطه قوی، مثبت و مستقیمی دارد.

any command and control system will have the necessary capabilities if it can have a single command, common language, coherent and flexible structure, comprehensive communication system and equipment, operation range control, integrated operational plans and comprehensive resource management. one of the most important challenges in the command and control system is the lack of coordination and interaction between the command and control systems of other forces and the organization of forces in timely response and support. proper command and control will be possible only with timely, effective and efficient implementation of measures. therefore, the purpose of this research is to identify the synergy and harmony indicators of the command and control system . the type of research is applied-developmental and the research method is descriptive-analytical with a mixed approach. to answer the research question, based on the characteristics of the statistical population, the number of 112 experts in this field was purposefully determined and the questionnaire was distributed among them. the data analysis shows that the dimension of synergy and harmony of the command and control system with 4 components and 14 indicators and with a coefficient of 0.817, it has a strong, positive and direct relationship.
