از تمام محیط‌هایی که عملیات در آن‌ها انجام می‌گیرد، محیط شهری تنها محیطی است که فرماندهان را با مجموعه‌ای از مشکلات ، مواجه می‌سازد. ویژگی‌های بارز آن از توپوگرافی پیچیده و تراکم بالای جمعیتی ناشی ‌می‌شود. عملیات شهری به طرحریزی مشروح و تمرکزی و اجرای غیرتمرکزی نیاز دارد که لازمه آن صرف‌نظر از بخش اجرایی، اعمال فرماندهی و کنترل بر آن است.آنچه سامانه c4iرا مفید جلوه می‌دهد « همبستگی » اجزای آن با همدیگر در سایه « یگانگی تلاش» است، بطوریکه می‌توان بیان داشت سیستمهای ارتباطی و اطلاعات خودکار و تجهیزات در ارتباط با هم، فرمانده را در طراحی، هدایت و کنترل نیروها در راستای وحدت تلاشها، در صحنه جنگ شهری یاری می‌دهند.( c5i2).هدف اصلی این تحقیق نحوه بکارگیری سامانه فرماندهی و کنترل در جنگ شهری است. نوع تحقیق، کاربردی- توسعه‌ای و روش تحقیق از نوع پیمایشی، توصیفی، تحلیلی با رویکرد آمیخته که از ابزار فیش‌برداری و در روش میدانی از پرسشنامه استفاده شده است. اعتبار پرسشنامه، توسط خبرگان و پایایی آن از طریق آلفای کرونباخ به میزان 85/0 محاسبه گردید. جامعه آماری تحقیق 104 نفر که حجم نمونه 31 نفر بوده که نتایج جامعه خبرگی از طریق حجم نمونه مورد قضاوت پایانی و با اولویت‌بندی تبیین گردیده است.
