فراترکیب مطالعات پایداری در سامانه فرماندهی و کنترل

اهمیت سامانه‌های فرماندهی و کنترل به‌عنوان یکی از ملزومات سازمان‌هایی که در امور مدیریت بحران دخیل هستند، بر کسی مکنون نیست. با افزایش تغییرات سریع محیطی، این سامانه‌ها در مواجهه با اختلالات غیرمنتظره در محیط عملیاتی، می‌توانند رفتار غیرقابل پیش‌بینی از خود نشان دهند. موفقیت در عملیات ایجاب می‌نماید که فرماندهی عملیات، همواره تحت امر یک شبکه فرماندهی و کنترل «پایدار» عمل نماید. پژوهش حاضر تلاش نمود تا با رویکردی کیفی و با استفاده از روش فراترکیب، به ارزیابی و تحلیل نظام‌مند نتایج و یافته‌های پژوهش‌های پیشین پرداخته و «پایداری» در سامانه‎‌های فرماندهی و کنترل را تبیین نماید. جامعه مورد بررسی، مقالات موجود در زمینه «پایداری»، در پایگاه‌های علمی معتبر سراسر جهان از سال 1990 تا 2022 به تعداد 1020 مقاله بود که از میان آن‌ها 23 مقاله مناسب، به‌روش نمونه‌گیری قضاوتی، شناسایی و انتخاب شدند. یافته‌های تحلیل محتوا، استخراج36 کد بود که طبقه‌بندی آن‌ها در قالب 5 مولفه شامل «پایداری»، «تاب‌آوری»، «انعطاف‌پذیری»، «چابکی» و «مقاومت»، ارائه شد. همچنین به منظور ترسیم مدل مفهومی، از نرم افزار اطلس‌تی‌آی استفاده شد. نتیجه پژوهش نشان داد که «پایداری» به عنوان یک قابلیت برتر سامانه است که بر چهار قابلیت مجاور «انعطاف‌پذیری»، «چابکی»، «تاب‌آوری» و «مقاومت» بنا می‌شود.

meta-synthesis of robustness studies in the command and control system

the importance of command and control systems as one of the requirements of organizations that are involved in crisis management is not obvious to anyone. with increase of rapid environmental changes, these systems can show unpredictable behavior in the face of unexpected disturbances in their operating environment. success in the operation requires that the operation command always operates under the command of an integrated and “robust” command and control network. the present study tried to systematically evaluate and analyze the results and findings of previous studies and explain “robustness” in command and control systems with a qualitative approach and using meta-synthesis method. the researched community was the articles available in the field of “robustness” in the world s authoritative scientific databases from 1990 to 2022 in the number of 1020 articles, among which 23 suitable articles were identified and selected by judgmental sampling method. the findings of the content analysis were the extraction of 36 codes, which were classified in the form of 5 components including “robustness”, “resilience”, “flexibility”, “agility” and resistance . the result of the research showed that “robustness” is a superior capability of the system, which is based on the four adjacent capabilities of “flexibility”, “agility”, “resilience” and “resistance”.
