مدیریت بحران و نقش فرماندهی و کنترل ارتش جمهوری اسلامی ایران

مدیریت بحران به برنامه‌ریزی مقامات مسئول در ایجاد ساختاری نیرومند نیازمند است تا با مشاهده و تجزیه و تحلیل بصورت یکپارچه و هماهنگ با استفاده از ابزارهای موجود از به وجود آمدن بحرانها پیشگیری کنند و یا در صورت بروز بحران در جهت کاهش آثار، امدادرسانی سریع و بهبود اوضاع تا رسیدن به سطح وضعیت عادی تلاش کنند. ایران به دلایلی همچون قرارگرفتن درکمربند زلزله و ... همواره گرفتار بلایای طبیعی بوده به گونه‌ای که هر ساله 31 نوع بلایای طبیعی در آن حادث میشود. از سوی دیگر نیروهای نظامی و انتظامی با توجه به برخورداری از پیشرفته‌ترین به دلیل حجم سازمانی بزرگ و آمادگی دائم برای واکنش سریع در برابر تهدیدهای و حفظ امنیت در هنگام بروز بحران های طبیعی میتوانند نقش موثری ایفا نمایند. یکی از مسائلی که امروزه ایران با آن روبه‌رو است، چگونگی رویارویی با بحرانهای طبیعی و مهار خسارات و پیامدهای ناشی از این حوادث است. ارتش، یکی از اولین نیروی دولتی است که هنگام بروز هر سانحه‌ای در محل وقوع حاضر است و چنانچه از درایت و آمادگی مناسبی برخوردار باشد، میتواند وظایف خود را به خوبی انجام دهد. ارتش از مهم‌ترین سازمان تامین‌کننده نظم و امنیت در کشور است و درصورت بروز بحران به عنوان نیروی مقدم با آن مواجه می‌شود، این نیرو پیوسته با بحرانها روبروست و برای مدیریت آن نیازمند یک مغز متفکر و هدایتگر است؛ در این بین نقش مرکز فرماندهی و کنترل بسیار مهم است؛ هدف تحقیق بررسی تاثیر مرکز فرماندهی و کنترل ارتش ج.ا.ا در مدیریت بحرانها است.
