نقش شرکت های تعاونی تولید در اشتغال زایی روستایی

چکیده یکی از عوامل موثر در شکوفایی اقتصادی، اجتماعی و فرهنگی روستاهای کشور، تقویت نهادها، سازمان ها و موسسات موجود در روستاها می باشد که در حوزه های اقتصادی و اجتماعی فعال هستند و اشتغال و معیشت پایدار برای اقشار آسیب پذیر و کم درآمد روستایی ایجاد می نماید. در این ارتباط می توان گفت بعد از انقلاب اسلامی، استراتژی تعاونی ها به عنوان رهیافتی مهم در توسعه ی روستایی مورد توجه دولتمردان و سیاستگذاران قرار گرفت و نه تنها به عنوان ابزاری کارآمد در ایجاد اشتغال روستایی قلمداد شد، بلکه به عنوان هدف در توانمندسازی و توسعه ی جوامع روستایی به کار گرفته شد. رسالت تعاونی‌ های تولید روستایی، ارتقا سطح زندگی، دانش، بهداشت، درآمد سرانه، بهره وری مطلوب از منابع روستایی، ایجاد اشتغال پایدار روستایی و برقراری توازن میان توسعه ی روستایی و شهر بیان شده است. از جمله اهداف تشکیل چنین تعاونی هایی ،کمک به اعضاء در جهت رفع و حل مشکلاتشان یا حداقل تسهیل راه هایی در این خصوص می باشد. از سویی این تشکل ها به عنوان یکی از مهمترین منابع تولید محصولات کشاورزی و متولیان تامین امنیت غذایی در کشور به شمار می آیند. علاوه بر این، تعاونی های تولید با افزایش بازدهی تولید، نقش بسیار مهمی در کاهش فقر روستایی ایفا می کنند و می توانند خدماتی را که دولت ها قادر به تامین آن ها برای مردم فقیر نیستند فراهم کنند . امروزه تعاونی ها در بسیاری از کشورها به عنوان یک ابزار مهم در جهت مشارکت توده ی مردم در بهره مندی از منافع و توسعه ی اقتصادی جایگاه بسیار بالایی دارند. واژه ی تعاونی(cooperative) در شکل فعالیت های رسمی و برای موسساتی که بر مبنای اصول و قواعد تعاونی فعالیت می نمایند، به کار برده می شود؛ بنابراین هدف اصلی این تحقیق، بررسی نقش شرکت های تعاونی تولید روستایی در رفع و حل معضلات و مشکلات و ایجاد اشتغال پایدار در روستاها می باشد. در نهایت توسعه ی تعاونی های تولید باید مورد توجه برنامه ریزان و مجریان قرار گیرد تا با ارائه ی استراتژی ها و راهکارهای جدید از آن ها حمایت کنند.

the role of production cooperatives in rural employment abstract one of the effective factors in the economic, social and cultural prosperity of the country s villages is the strengthening of the existing institutions, organizations and institutions in the villages, which are active in the economic and social fields, and create stable employment and livelihood for the vulnerable and low-income rural groups. it can be said that after the islamic revolution, the strategy of cooperatives as an important approach in rural development was noticed by statesmen and policy makers and was considered not only as an efficient tool in creating rural employment, but also as a goal in empowerment and development of rural communities. the mission of rural production cooperatives is to improve the standard of living, knowledge, health, income, optimal productivity of rural resources, creating sustainable rural employment and establishing a balance between rural and urban development. one of the goals of forming such organizations is to help the members to solve their problems in this regard. on the other hand, these organizations are considered as one of the most important sources of agricultural production and the guardians of food security in the country. in addition, by increasing production efficiency, production cooperatives play an important role in reducing rural poverty and can provide services that governments are unable to provide for poor people. today, cooperatives have an important role in many countries as an important tool for people s participation in benefiting from benefits and economic development. the word cooperative is used in the form of official activities and for those who operate based on the principles and rules of the cooperative. therefore, the main goal of this research is to examine the role of rural production cooperatives in solving problems and creating sustainable employment in villages. finally, the development of production cooperatives should be given the attention of planners and managers to support them by providing new strategies and solutions. key words: production cooperatives, rural development, cooperative, employment
