تغییراقلیم؛ مروری بر تجارب و درس آموخته های بخش کشاورزی ترکیه

در دهه های اخیر اثرات پدیده تغییرات آب و هوایی در سراسر جهان مشهود بوده است، اثر این پدیده در ترکیه افزایش خشکسالی، بارندگی شدید، سیل و غیره خواهد بود. با توجه به مشابهت اقلیمی کشور ایران و ترکیه و اقدامات اثر بخش این کشور، در این مقاله به بررسی قوانین، برنامه ها و اقدامات ترکیه پرداخته شده است. اصلی ترین برنامه های این کشور برای مقابله با تغییرات اقلیمی در بخش کشاورزی مدیریت خشکسالی، تامین آب پایدار، ظرفیت سازی نهادی و حمایت از تحقیق و توسعه است. بر این اساس برای کشور ایران؛ تدوین برنامه ملی سازگاری با تغییراقلیم، تدوین برنامه راهبردی تحقیقات تغییراقلیم و ظرفیت سازی نهادی ضروری است. همچنین با توجه به اثرات گسترده این پدیده موفقیت اجرای برنامه های مقابله با تغییر اقلیم در کشور در گرو عزم جدی مسئولان، همکاری و تعاملات سازنده بین دستگاهی و مشارکت های مردمی خواهد بود.

climate change; a review of experiences and lessons learned in the turkish agricultural sector

in recent decades, the effects of climate change have been evident all over the world. the effect of this phenomenon in turkey will be increased drought, heavy rains, floods, etc. considering the similar climatic conditions of iran and turkey and the effective measures of this country, in this article the laws, programs, and measures of turkey have been examined. the main programs of this country to deal with climate change in the agricultural sector are drought management, sustainable water supply, institutional capacity building, and support for research and development. according to this, iran must develop a national climate change adaptation plan, a strategic plan for climate change research, and institutional capacity building. also, considering the wide-ranging effects of this phenomenon, the success of the implementation of climate change programs in the country will depend on the serious determination of officials, cooperation, and constructive interactions between institutions and people s participation
