بررسی شاخص هاى آموزش عالى در اطلس ملی و تاثیرآن در برنامه ریزی راهبردی

نظام‌های آموزش عالی همواره به عنوان بالاترین مرکز اندیشه ورزی و تولید علم جامعه محسوب شده و با حضور و فعالیت اندیشمندانه عامل بنیادی تکامل و توسعه اقتصادی، اجتماعی و فرهنگی جوامع بوده و در اعتلای علمی و جهت بخشیدن به حرکتهای فکری، اعتقادی، و سیاسی جامعه نقشی اساسی دارند. بنابراین کشورهایی که خواهان توسعه همه جانبه و پایدار هستند، ابتدا بایستی نظام های آموزش عالی خود را به طور متوازن و بر اساس عدالت آموزشی توسعه دهند تا همه استانها و شهرهای آنها از دسترسی و توسعه متوازن و پایدار برخوردار شوند. شرط لازم برای توسعه عادلانه نظام های آموزش عالی، شناخت دقیق آنهاست. تحلیل تحول ساختاری و کارکردی آموزش عالی از حیث توسعه کمی و کیفی آن، بهترین منبع این شناخت است. در واقع، بدون شناخت گذشته و حال نظام آموزش عالی، نمی توان برای ارتقای وضع موجود و رسیدن به وضعیت مطلوب در آینده سیاستگذاری و برنامه ریزی کرد. اطلس آموزش عالی به عنوان ابزار گرافیکی ارائه دهنده آمار و اطلاعات برای مطالعه وضعیت موجود و همچنین برنامه‌ریزی های آتی در جهت بهبود آن می تواند مرجع مفید و مستحکمی باشد.در پژوهش حاضر، وضعیت شاخص هاى آموزش عالى و ابعاد آن تشریح و تبیین شده است. شاخص ها امکان ارزیابی کیفیت ها را در نظام آموزش عالی فراهم می کنند.

examining the indicators of higher education in the national atlas and its effect on strategic planning

higher education systems have always been considered as the highest center of thought and science production of the society, and with their presence and thoughtful activity, they are the fundamental factor in the economic, social and cultural evolution and development of societies, and in scientific advancement and giving direction to the intellectual, religious, and political movements of the society. they have a fundamental role. therefore, countries that want comprehensive and sustainable development must first develop their higher education systems in a balanced and based on educational justice so that all their provinces and cities enjoy access and balanced and sustainable development. a necessary condition for the fair development of higher education systems is their accurate knowledge. analyzing the structural and functional evolution of higher education in terms of its quantitative and qualitative development is the best source of this knowledge. in fact, without knowing the past and present of the higher education system, it is not possible to make policies and plans to improve the current situation and achieve the desired situation in the future. higher education atlas as a graphic tool providing statistics and information to study the current situation as well as future plans to improve it can be a useful and solid reference. in this research, the status of higher education indicators and its dimensions have been described. the indicators provide the possibility to evaluate the qualities in the higher education system.
