توسعه گردشگری منطقه مکران: موانع و راهبردها

ظرفیت‌های میراث فرهنگی و طبیعی به عنوان جاذبه‌های گردشگری نوار ساحلی مکران در جنوب شرق ایران، منابع گردشگری قابل ملاحظه‌ای هستند که علی‌رغم تاکیدات مقامات کشوری و لشکری به منظور ایجاد توسعه، اشتغال و درآمدزایی در منطقه مکران، هنوز آن‌چنان که باید از آن بهره برده نشده است و این منطقه را در زمره مناطق کم برخوردار کشور قرار داده است؛ بر این اساس مقاله حاضر تنگناها و موانع توسعه‌یافتگی این منطقه را با تاکید بر گردشگری مورد ارزیابی و عارضه‌یابی قرار داده است و در ادامه راهبردها و اقدامات قابل اجرا در حوزه فعال‌سازی گردشگری در منطقه ارائه شده است. یکی از ابزارهای توسعه درون‌زای منطقه، گردشگری است که عوامل کلان کشوری ، موارد تقنینی و حقوقی ، عوامل جغرافیایی ، عدم بهره‌وری در حوزه‌های مختلف و مشکلات مدیریتی از جمله تنگناهای فعال‌سازی گردشگری در منطقه است؛ عواملی از قبیل عزم جدی مقامات برای رونق گردشگری و فتوای مراجع محترم اعظام در این خصوص به عنوان پیش‌شرط‌های عملیاتی نمودن گردشگری در کشور مطرح است. ایجاد بستر لازم اجرایی، قانونی برای مشارکت بخش خصوصی در سرمایه‌گذاری در منطقه مکران و توسعه خطوط هوایی برای ترانزیت مسافر و کالا در سطح منطقه و ایجاد زمینه‌های توسعه حمل و نقل دریایی از جمله راهبردهای اصلی به منظور تقویت گردشگری در منطقه است و گردشگری دریایی و ساحلی، گردشگری طبیعت محور، گردشگری ورزشی، گردشگری رویداد، گردشگری تجاری، گردشگری علمی و گردشگری سلامت می‌تواند به عنوان راهبردهای منطقه بر اساس نوع گردشگری مطرح باشد. راهبری واحد منطقه مکران ، ایجاد منطقه آزاد گردشگری ، ایجاد و توسعه زیرساخت‌ها و منابع انسان‌ساخت در منطقه نیز به همراه انجام اقدامات مدیریتی صحیح می‌تواند از جمله اقدامات قابل اجرایی است که می‌تواند در دست‌یابی به آرزوی توسعه‌یافتگی منطقه مثمرثمر باشد.

the capacities of cultural and natural heritage as tourist attractions of the coastal strip of makran in the southeast of iran are significant tourism resources that, despite the emphasis of the national and military authorities in order to create development, employment and income generation in the makran region, it has not yet been utilized as much as it should be. and has placed this region among the less privileged regions of the country; based on this, this article has evaluated and identified the bottlenecks and obstacles to the development of this region with an emphasis on tourism, and in the following, applicable strategies and measures have been presented in the field of tourism activation in the region. one of the endogenous development tools of the region is tourism, which is macro country factors , legislative and legal issues , geographical factors , lack of productivity in various areas and management problems among the bottlenecks of tourism activation in the region; factors such as the serious determination of the authorities to promote tourism and the fatwa of respected authorities in this regard are considered as prerequisites for making tourism operational in the country. creating the necessary executive and legal platform for the participation of the private sector in investment in the makran region and developing airlines for the transit of passengers and goods in the region and creating areas for the development of maritime transport are among the main strategies to strengthen tourism in the region. and marine and coastal tourism, nature-based tourism, sports tourism, event tourism, commercial tourism, scientific tourism and health tourism can be considered as regional strategies based on the type of tourism. unit management of makran region , creation of tourism free zone , creation and development of infrastructures and man-made resources in the region along with correct management measures can be among the implementable measures that can be fruitful in achieving the dream of developing the region. be
