با توجه به اهمیت نقش گردشگری در توسعه ی اقتصادی و وجود پتانسیل های مقصد در روستاهای هدف گردشگری استان گلستان، استفاده از رویه ای مناسب برای الویت بندی مناطق ،برای سرمایه گذاری های گوناگون در این منطقه ،ضروری است. برای استفاده مناسب از توانایی های بالقوه کشور در زمینه گردشگری، لازم است تا عوامل موثر بر توسعه صنعت گردشگری برای سرمایه گذلری شناسایی شود تا تصمیم گیرندگان بتوانند اقدامات مدیریتی مناسب را در برابر آن ها انجام دهند و در مورد میزان تخصیص منابع موجود برای هر یک از عوامل موثر بر توسعه، برنامه ریزی کنند. امروزه صنعت گردشگری فراتر از یک صنعت، به مشابه پدیده پویای جهانی و اجتماعی، پیچیدگی های خاص خویش را دارد. به گونه ای که تقاضا برای گردشگری بین المللی تا سال 2020 به 6/1 میلیارد نفر در سال خواهد رسید. جاذبه های گردشگری یکی از ارکان وعناصر اصلی صنعت گردشگری می باشد که در جذب گردشگر اهمیت دارد. توسعه ی گردشگری می تواند به طور مستقیم وغیر مستقیم از لحاظ اقتصادی، اجتماعی، فرهنگی و محیطی فواید زیادی برای جامعه هدف داشته باشد.نتایج رتبه بندی نشان میدهد که روستاهای زیارت، چهار باغ و افرا تخته در رتبه های اول تا سوم قرار دارند. سرمایه گذاری بخش دولتی در زیر ساخت ها،به خصوص در جاده های ارتباطی، به توسعه گردشگری در این روستاها کمک قابل توجهی می کند. البته سرمایه گذاری بخش خصوصی در روستاهایی با رتبه بالاتر در زمینه های طبیعت گردی ،صنایع دستی وصنایع وابسته توصیه می شود.
