ارائه الگوی کاهش آسیب پذیری زیرساخت های مکانیکی به منظور تداوم کارکرد زیرساخت های پتروپالایشی

صنایع مکانیکی یکی از ارکان توسعه اقتصادی کشور است. استقرار زیرساخت های شیمیایی در کنار شهرها شاید از نظر اقتصادی، سبب رونق منطقه شود، اما این کار مخاطراتی نیز به همراه دارد و از همین رو باید در مکان گزینی این مراکز، الزامات امنیتی، ایمنی، بهداشتی و زیستی به خوبی رعایت شود. با گسترش شهرها، امروز شاهد وجود مراکز پرخطر شیمیایی در درون شهرها هستیم و این مراکز به سبب مخاطراتی که به دنبال دارند باید به هر شکلی از شهر خارج شوند. با توجه به سطح مخاطرات و تهدیدات مواد و صنایع شیمیایی، ما نیازمند ایجاد یک سیستم متمرکز برای تدوین و اجرای مقررات و قوانین پدافند شیمیایی هستیم تا به واسطه آن پروتکل های ایمنی لازم برای اداره کارخانه های صنعتی تدوین و اجرایی شود. باید برای همه ارکان کشور به ویژه صنایع، طرح های پاسخ اضطراری به حادثه شیمیایی را فراهم کنیم و با برپایی رزمایش های سالانه، آمادگی خود را برای واکنش سریع در مواقع حوادث و رخدادها حفظ کنیم. بنابراین تهیه الگویی برای کاهش تهدیدات و مقابله با خطر تلفات انسانی در مواقع بحرانی و شرایط اضطراری یکی از الزامات اولیه در رویارویی با اتفاقات غیرمترقبه می باشد. در این تحقیق سعی شده است با تدوین نظام نامه و رویکردی منطقی برای جلوگیری از تکرار حوادث ناگوار و همچنین در صورت رخداد از میزان تلفات انسانی و خسارات احتمالی مالی و آسیب رساندن به تجهیزات و ادوات مهم در مناطق عملیاتی و مراکز نظامی و حساس و استراتژیک جلوگیری کنیم.

providing a model for reducing the vulnerability of mechanical infrastructures in order to continue the operation of petrochemical infrastructures

mechanical industries are one of the pillars of economic development of the country. the establishment of chemical infrastructures next to the cities may bring prosperity to the region from an economic point of view, but this work also carries risks, and therefore security, safety, health and biological requirements must be well respected in the location of these centers. with the expansion of cities, today we see the presence of high-risk chemical centers in cities, and these centers must be removed from the city in any way due to the dangers they pose. considering the level of risks and threats of chemical substances and industries, we need to create a centralized system for the formulation and implementation of chemical defense regulations and laws so that the necessary safety protocols for the management of industrial plants can be developed and implemented. we must provide emergency response plans to chemical accidents for all parts of the country, especially industries, and maintain our readiness for quick response in the event of accidents and incidents by holding annual drills. therefore, preparing a model to reduce threats and deal with the risk of human casualties in critical and emergency situations is one of the primary requirements in facing unexpected events. in this research, it has been tried by formulating a system and a logical approach to prevent the recurrence of unfortunate incidents, as well as, in the event of an incident, the amount of human casualties and possible financial losses and damage to important equipment and tools in operational areas and sensitive and strategic military centers
