سیاست گذاری در یک شهر به عنوان یکی از مفاهیم کلیدی توسعه شهری، نقش کلیدی در ترسیم آینده آن شهر ایفا می کند. وظایف و کارکردهای کنونی مدیریت شهری تنها محدود به مواردی از قبیل برنامه ریزی، خدمات رسانی، مدیریت فرهنگ محلی، انجام پروژه‌های عمرانی و... نمی‌شود. بلکه جهت دادن به فعالیت های شهری و ترسیم چشم انداز شهر در راستای دستیابی به اهداف، از مهم ترین وظایف مدیران شهری به شمار می‌رود. بنابراین عملکرد مدیریت شهری به عنوان یک نهاد مدیریتی گسترده و مرتبط با موضوعات و پدیده‌های متنوع شهر و شهرنشینی باید پویا گردد. زیرا رشد سریع جمعیت و گسترش شتابان شهرها و شهرنشینی، مسائل و مشکلات خاص زندگی شهری را به دلیل فقدان برنامه ریزی و مدیریت کارآمد به همراه داشته است. پاسخگویی به این مسائل و مشکلات، ضرورت توجه همه جانبه به مقوله فرهنگ و سیاستگذاری فرهنگی را سبب شده است.
