ارزیابی نقش برنامه های توسعه شهری بر مدیریت

امروزه توسعه و استقلال درون شهرها، از جمله دغدغه های اصلی حاکمان جوامع گوناگون در جهان می باشد. توجه به امور شهرها در عصر جهانی شدن در گرو مدیریت قوی و کارآمد است. این امر جز با اجرای الگوی مدیریت محلی و دخالت دادن مردم در امور شهری خودشان و احقاق حقوق شهروندی آن ها، امکانپذیر نیست. کانون اصلی مشکلات توسعه نیافتگی در کشورهای در حال توسعه، شهرها هستند. افزایش جمعیت شهری و مهاجرت پیوسته روستاییان به شهرهای پرجمعیت، فشار شدیدی بر زیربناهای شهری وارد آورده و بیشتر آن ها را از ایفای نقش مطلوب در فرآیند توسعه در کشورهای درحال توسعه بازداشته است. توسعه شهری بستگی زیادی به زیربناهای شهری مانند انرژی، جاده ها و منابع دیگری دارد. لذا این مقاله با روش توصیفی-تحلیلی با استفاده از منابع کتابخانه ای درصدد آن است که توسعه شهری با رویکرد به نقش مدیریت محلی در ایران را مورد بررسی قراردهد. نتایج یافته های این مقاله نشان می دهند که در ایران برخی شهرها، از فضا و سیمای شهری زیبایی برخوردار نیستند. تصمیمات عموماً از بالا به پایین به شهرداری ها دیکته می شوند. در شهرداری ها، حضور افراد متخصص و کارشناس در امور شهری و شهرسازی بسیار کم می باشد. با توجه به ویژگی هایی جغرافیایی سرزمین ایران (جغرافیای فرهنگی، جغرافیای اقتصادی، جغرافیای ناحیه ای) الگوی مدیریت محلی در مدیریت شهری و توسعه شهرها، می تواند کارآیی داشته باشد.

evaluation of the role of urban development programs on management

today, the development and independence of cities are among the main concerns of the rulers of various societies in the world. paying attention to the affairs of cities in the era of globalization depends on strong and efficient management. this is not possible except by implementing the local management model and involving people in their own urban affairs and asserting their citizenship rights. the main focus of underdevelopment problems in developing countries are cities. the increase in urban population and continuous migration of villagers to densely populated cities has put a severe pressure on urban infrastructures and has prevented most of them from playing a desirable role in the development process in developing countries. urban development depends a lot on urban infrastructure such as energy, roads and other resources. therefore, this article, using descriptive-analytical method, using library resources, aims to investigate urban development with an approach to the role of local management in iran. the results of the findings of this article show that some cities in iran do not have a beautiful urban atmosphere. decisions are generally dictated to municipalities from top to bottom. in municipalities, the presence of specialists and experts in urban affairs and urban development is very rare. according to the geographical characteristics of the land of iran (cultural geography, economic geography, regional geography), the local management model can be effective in urban management and development of cities.
