بررسی چگونگی تاثیر محیط دریا و بستر آن بر روی اقتصاد حاکم برمنطقه و جامعه

باتوجه به اهمیت دریا و استعداد ها و نهفتگی هایی که در آن وجود دارد الزم است توجه به آن بسیار بیش از پیش باشد و در اولویت های سیاسی و اقتصادی و فرهنگی کشور قرار گیرد. با آموزش های الزم و استفاده از علم تکنولوژی روز می توان به این مهم دست یافت چراکه باتوجه به شرایط جغرافیایی خاص ایران زمین و دسترسی به آب های آزاد بین المللی که خود دارای منابع سرشاری هستند بسیار می تواند در ارقای اقتصاد و بهبود معیشت جامعه نقش مهمی را ایفا کند.به نظر میرسد آگاهی الزم نسبت به ضرورت دریاپایه شدن اقتصاد کشور وجود دارد، اما مسائل و مالحظات ضروری کوتاه مدت مستمراً اولویتهای کالن را از دستور کار خارج کرده و روزمرگی را به اولویت اول نظام اداری بدل میکند.درآمد نفت نیز فعالً برای اداره کشور کافی مینماید؛ در این حالت سیاستمدار اجرایی ترجیح میدهد به جای درافتادن با ساختاری قدیمی و ریشه دار و تغییر ریل آن از نفت به دریا به امور روزمره بپردازد ضمن اینکه تغییر پارادایم از اساس امری بسیار دشوار، زمانبر و پرهزینه است که در طوالنی مدت به ثمر مینشیند. در شرایط تحریمی-تورمی کمتر مسئولی میتواند بر امور راهبردی و کالن متمرکز شود؛ بنابراین به نظر میرسد اقتصاد دریاپایه علیرغم دورنمای پر سود و رونق خود دستکم در میان مدت نیز قابل تحقق نباشد.
