راهکارهایی جهت افزایش نقش دانشگاه هرمزگان در توسعه دریامحور ایران

کشور ایران با داشتن 5800 کیلومتر نوار ساحلی، یک کشور دریایی محسوب شده و استان هرمزگان با حدود 1500کیلومتر نوار ساحلی با احتساب 14 جزیره آن، بیشترین سهم از طول نوار ساحلی را به خود اختصاص داده است. این خطساحلی در جوار دو حوضه آبریز خلیجفارس و دریای عمان و گذرگاه آبی تنگه استراتژیک هرمز قرار داشته و از این رواستان هرمزگان نقشی راهبرد ی در توسعه دریامحور کشور ایفا می کند. هرمزگان به دلیل موقعیت جغرافیایی ویژه آن، مرکزاقتصاد، تجارت و امنیت دریایی ایران بوده و بسیاری از نهادها، سازمان ها و ارگانهای دریایی در این استان رتبه 1 کشور یدر حوزه مربوط به خود هستند. دانشگاه هرمزگان با شعار قطب علمی اقتصاد دریاپایه، به عنوان دانشگاه جامع و مادر استانهرمزگان، در بندرعباس، پایتخت اقتصاد دریایی ایران، واقع شده و از جمله نهادهایی است که میتواند نقش کلیدی درپیشرفت و توسعه دریامحور کشور داشته باشد. هدف از این پژوهش بررس ی نقش دانشگاه هرمزگان در توسعه دریامحورایران بوده و راهکارهایی جهت افزایش نقش دانشگاه هرمزگان پیشنهاد شده است. این مقاله به صورت مروری بر مطالعاتمنتشر شده، به صورت کتابخانه ای و با مرور در اسناد بالادستی و منابع مختلف انجام شده است. نتایج نشان داد دانشگاه هاینسل 4 تنها اهداف آموزشی و پژوهش ی نداشته و اهداف توسعه و نوآور ی، استفاده از دانش و توسعه اقتصادی فعالانه را نیزدنبال می کنند. همچنین بند 6 سیاستهای کلی توسعه دریامحور کشور بر تامین و ارتقاء سرمایه انسانی و مدیری ت متعهدو کارآمد و ایجاد پشتوانه علمی، آموزشی و پژوهشی برا ی توسعه دریامحور و زیست بوم نوآور ی و فناوری دریایی تاکیددارد. از این رو با توجه به مطالب گفتهشده و برای رسیدن به اهداف مذکور، راهکارها ی اولیه «ایجاد دفتر توسعه دریامحورزیر نظر حوزه ریاست دانشگاه» و تشکیل کارگروه تدوین و نظارت بر اجرای سند «نقش دانشگاه هرمزگان در توسعهدریامحور» با حضور ارکان و بخش های مختلف دانشگاه هرمزگان و همچن ین راهکارها ی ثانویه دیگری جهت نقش آفرینیبیشتر دانشگاه هرمزگان در توسعه دریامحور ایران پیشنهاد شده است.

solutions to increase the role of hormozgan university in the development of the maritime center of iran

with 5800 km of coastline, iran is considered a maritime country, and hormozgan province has the largest share of the length of the coastline with about 1500 km of coastline, including its 14 islands. this coastline is located next to two watersheds of the persian gulf and the sea of oman and the water crossing of the strategic strait of hormuz, and therefore hormozgan province plays a strategic role in the sea-oriented development of the country. because of its special geographical location, hormozgan is the center of iran s economy, trade and maritime security, and many institutions, organizations and maritime bodies in this province are ranked number 1 in the country in their respective fields. hormozgan university, with the slogan of the scientific hub of maritime economy, as a comprehensive university and the mother of hormozgan province, is located in bandar abbas, the capital of maritime economy of iran, and is one of the institutions that can play a key role in the progress and development of the country s maritime economy. the purpose of this research is to examine the role of hormozgan university in the development of iran s maritime center and solutions are proposed to increase the role of hormozgan university. this article is done as a review of published studies, in a library and by reviewing upstream documents and various sources. the results showed that the 4th generation universities do not only have educational and research goals, but also actively pursue the goals of development and innovation, use of knowledge, and economic development. also, paragraph 6 of the general policies of the country s sea-oriented development emphasizes the provision and promotion of human capital and committed and efficient management, and the creation of scientific, educational and research support for sea-oriented development and innovation ecosystem and marine technology. therefore, according to the said contents and in order to achieve the mentioned goals, the initial solutions of creation of sea-oriented development office under the supervision of the university president and the formation of a working group to compile and monitor the implementation of the document the role of hormozgan university in sea-oriented development with the presence of members and departments hormozgan university, as well as other secondary solutions, have been proposed for the greater role of hormozgan university in the development of iran s maritime.
