آسیب‌شناسی و ارائه راهکارهای توسعه انرژی‌های تجدیدپذیر در کشور ایران

با توجه به اهمیت بسیار بالای انرژی‌های تجدیدپذیر و لزوم استفاده از آن در کشور به عنوان راه حلی هوشمندانه برای مقابله با آلودگی‌های سوخت‌های فسیلی و حرکت به سمت اقتصاد بدون نفت، در این پژوهش به شناسایی و اولویت‌بندی چالش‌های حوزه انرژی‌های تجدیدپذیر در کشور پرداخته شده است. بدین منظور از طریق برگزاری مصاحبه در قالب نشست‌های تخصصی با 15 نفر از خبرگان حوزه انرژی‌ کشور و با استفاده از روش تحلیل مضمون، چالش‌های توسعه انرژی‌های تجدیدپذیر در کشور شناسایی شد و در نهایت 16 چالش اصلی احصا گردید. در ادامه با توزیع پرسش‌نامه بین مدیران حوزه انرژی و از طریق آزمون فریدمن این چالش‌ها اولویت‌بندی شدند. 4 چالش قابل رقابت نبودن اقتصاد انرژی‌های تجدیدپذیر با حرارتی، اولویت پایین برق تجدیدپذیر در مقابل حرارتی برای وزارت نیرو، عدم هماهنگی ابزارهای توسعه تجدیدپذیرها با اهداف بالادستی در لایه عملیاتی و عدم وجود نگاه آینده‌نگر و تمرکز بر مدیریت حل مشکلات جاری به عنوان مهم ترین چالش‌های حوزه انرژی‌های تجدیدپذیر در کشور شناخته شدند. همچنین برای برخی چالش‌های احصاشده راهکارهایی ارائه گردید.

considering the high importance of renewable energy and the need to use it in the country as a smart solution to deal with fossil fuel pollution and moving towards an oil-free economy, in this research, the challenges of renewable energy in the country have been identified and prioritized. for this purpose, by conducting interviews in the form of specialized meetings with 15 experts in the country s energy field and using thematic analysis method, the challenges of renewable energy development in the country were identified and finally 16 main challenges were identified. these challenges were prioritized by distributing questionnaires among energy field managers and through the friedman test. four challenges of (1)non-competition of the economy of renewable energies with fossil fuels, (2)the low priority of renewable electricity compared to thermal power plants for the ministry of energy, (3) the lack of synchronizing the renewable development tools with the upstream goals in the operational layer and (4)the lack of a forward-looking view and focus on the management of solving current problems are identified as the most important challenges of the renewable energy in the country. in this study, a number of solutions were also provided for some identified challenges.
