بررسی وضعیت ایمنی، بهداشت و محیط زیست (hse) در آزمایشگاه های دانشگاهی (مطالعه موردی: دانشگاه محقق اردبیلی، پایش دوم)

حوادث ناشی از عدم رعایت اصول ایمنی در محیط کاری بصورت کلی و همچنین بصورت اختصاصی در آزمایشگاه و کارگاه فضاهای آموزشی در دنیا، افراد و کاربران را با مخاطرات جدی و گوناگون روبه رو می نماید. بطور عمده عملکرد نا ایمن 90% و شرایط نا ایمن 10% موجب بروز خطر است. استقرار و پایش نظام ایمنی، بهداشت و محیط زیست (hse) در هر مجموعه بویژه فضای آموزشی و دانشگاهی که خود تولید کننده دانش و همچنین کاربران آن نیز از سطح تحصیلات بالایی برخوردار هستند، از امور مهم در دانشگاه ها و مراکز تحقیقاتی می باشد که می تواند درصد بروز خطر را به میزان زیادی کاهش دهد. در این پژوهش که پایش دوم طرح می باشد، ارزیابی مرحله دوم از کلیه آزمایشگاه ها و کارگاه های دانشگاه محقق اردبیلی به تعداد 120 واحد انجام شد. برای ارزیابی استاندارد ایمنی ohsas 18001 و آیین نامه های حفاظت ملی و دانشگاهی و چک لیست های ابلاغی وزارت عتف، چک لیست قبلی با 150 مورد آماده و جهت انجام تحقیق یک گروه آموزشی با تعداد 5 آزمایشگاه انتخاب و بر اساس آن بررسی شد. پس از دوره بررسی شش ماهه جهت بهبود شرایط و موارد دوباره همین چک لیست مورد بررسی قرار گرفت. با توجه به راهنمایی کارشناسان و مسئولین امر، استقرار و یا ارتقاء برخی استانداردها، اضافه نمودن برخی تجهیزات ؛ سطح ایمنی، بهداشت و محیط زیست واحد مورد انتخاب نسبت به سطح ابتدای پژوهش پایش دوم 5% افزایش یافت و از سطح 77% قبلی به سطح 82% رسید و نتایج به شورای hse دانشگاه گزارش شد و مقرر شد مجدداً در بازه های شش ماهه تا حصول ایمنی 100 درصدی ادامه یابد و پس از آن نیز بطور مداوم جهت حفظ وضعیت استاندارد پایش و رصد صورت گیرد و مقرر شد پایش سوم برای سال آتی و با حضور تمام آزمایشگاه ها و کارگاه های دانشگاه انجام شود.

assessment of safety, health and environment (hse) status in university laboratories (case study: university of mohaghegh ardabili, the second leg)

accidents caused by non-observance of safety principles in the work environment in general, as well as specifically in the laboratory and workshop of educational spaces in the world, make people and users face serious and various risks. mainly, 90% unsafe operation and 10% unsafe conditions cause danger. the establishment and monitoring of the safety, health and environment (hse) system in any complex, especially the educational and university environment where the producers of knowledge as well as its users have a high level of education, is one of the important issues in universities and research centers that it can greatly reduce the risk. in this research, which is the second monitoring of the project, the second stage evaluation of all the laboratories and workshops of mohaghegh ardabili university, totaling 120 units, was carried out. to evaluate the ohsas 18001 safety standard and the national and university safety regulations and the checklists notified by the ministry of defense, the previous checklist with 150 items was prepared and a training group with 5 laboratories was selected and reviewed based on that. after the six-month review period, the same checklist was reviewed again to improve the conditions and items. according to the guidance of experts and officials, establishing or upgrading some standards, adding some equipment; the level of safety, health and environment of the selected unit increased by 5% compared to the level at the beginning of the second monitoring research and reached 82% from the previous level of 77%, and the results were reported to the hse council of the university and it was decided to re-evaluate in six months to achieving 100% safety should continue, and after that, monitoring and observation should be done continuously to maintain the standard situation, and was decided to conduct the third monitoring for the coming year with the presence of all laboratories and workshops of the university.
