الگوی بومی ارزیابی کیفیت در مراکز تحقیقات دفاعی و تحلیل وضعیت آنها مبتنی بر ماتریس عملکرد و اهمیت

نظام مدیریت کیفیت سازمان ها دفاعی و چگونگی ارزیابی کیفیت محصولات، از اهمیت بسیار بالایی برخوردار است. از یک سو، این نظام عمدتاً متناسب با سازمان‌های بزرگ صنعتی تدوین گردیده درحالیکه علاوه بر سازمان‌های صنعتی، مراکز تحقیقاتی نیز در بخش ودجا وجود دارند که مدل عمومی و صنعتی موجود، چندان در آن سازمانها کارا نبوده و باید مجموعه ای از معیارهای بومی و خاص برای ارزیابی نظام کیفیتی آنها طراحی و اجرا گردد و از سویی دیگر اینکه نظر مشتریان فناوری های بدیع و نوظهور مراکز تحقیقاتی دفاعی به عنوان مهمترین ذینفعان، در قالب یک معیار کلیدی در این نظام ارزیابی، مد نظر قرار گیرد، واضح و بدیهی است. به همین منظور، مقاله حاضر با هدف تعیین معیار های بومی ارزیابی کیفی پروژه های تحقیقاتی این مراکز تدوین گردیده و تلاش دارد میزان اهمیت و عملکرد این معیار ها را از منظر مشتریان، در قالب نمودار ipa، مورد بررسی و تحلیل قرار دهد. در پژوهش حاضر با استفاده از روش نمونه‌گیری گلوله برفی، با 15 از خبرگان با دانش و تجربه مرتبط با حوزه مدیریت کیفیت در مراکز تحقیقاتی دفاعی و سازمان های دفاعی، مصاحبه نیمه ساختار یافته انجام شد و معیار های بومی ارزیابی کیفیت متناسب با زیست بوم مراکز تحقیقاتی(18 معیار) تعیین گردید. با استفاده از پرسشنامه، میزان اهمیت و همچنین میزان عملکرد مدیریت کیفیت این مراکز مورد سنجش قرار گرفت و در نهایت و با بکار گیری تکنیک تحلیل اهمیت عملکرد، راهبردهای لازم در این خصوص به این مراکز پیشنهاد گردید.

the quality management system of defense organizations and how to evaluate the quality of products is very important. on the one hand, this system is mainly developed according to large industrial organizations, while in addition to industrial organizations, there are also research centers in vedja sector, where the existing general and industrial model is not very efficient in those organizations, and a set of local and specific criteria should be used. designed and implemented to evaluate their quality system, and on the other hand, it is clear and obvious that the opinion of customers of innovative and emerging technologies of defense research centers as the most important beneficiaries, in the form of a key criterion in this evaluation system, should be considered. for this purpose, this article has been compiled with the aim of determining the local criteria for the qualitative evaluation of the research projects of these centers, and it tries to examine and analyze the importance and performance of these criteria from the customers point of view, in the form of an ipa diagram. in this research, using the snowball sampling method, a semi-structured interview was conducted with 15 experts with knowledge and experience related to the field of quality management in defense research centers and defense organizations, and the native criteria of quality assessment are suitable for the environment of the centers. research (18 criteria) was determined. using a questionnaire, the level of importance as well as the level of quality management performance of these centers was measured, and finally, by using the performance importance analysis technique, necessary strategies were suggested to these centers.
