طراحی و ارائه الگوی مطلوب کشورداری با استفاده از روش داده بنیاد(گراندد تئوری)

کشورداری به معنای کارکردهای مورد انتظار از کارگزاران یک نظام سیاسی می باشد که در برگیرنده ابعاد سیاسی، امنیتی، اجتماعی و فرهنگی و ... است. در واقع آنچه در این مفهوم اهمیت دارد توجه به یک جامعه از رهگذر سیاستگذاری و تصمیم گیری است. این پژوهش با هدف ارائه الگوی مطلوب کشورداری در پاسخگویی به این پنج پرسش است که عوامل زمینه ای، عوامل علّی، عوامل راهبردی و پیامدهای تاثیرگذار بر مسئله کشورداری کدامند؟ پژوهش حاضر ماهیتی توصیفی-تحلیلی دارد و داده‏ها و اطلاعات مورد نیاز آن به روش داده بنیاد می باشد. و و داده‏ها و اطلاعات مورد نیاز آن به شیوه کتابخانه‏ای گردآوری و از روش تحلیل محتوای متون از نوع مقوله بندی فرعی و محوری بهره گرفته شده است. یافته های تحقیق نشان داد در بعد عوامل زمینه ای داوری عدالت گستری و تضمین عدالت اجتماعی و حقوق شهروندی، مدیریت سیاسی فضای ملی و تعیین مدیران سیاسی واحدهای تقسیماتی، مشروعیت بخشیدن به عوام، تاکید بر قبول مسولیت و شناخت دقیق آن، در بعد عوامل علی جامعه پذیری بین المللی، سازماندهی و آمایش فضا، عوامل زیرساختی و بنیادی، در بعد عوامل راهبردی تدوین راهبردهای آموزشی و پژوهشی، بینش استراتژیک، تدوین رسالت و اهداف کلان و در بعد پیامدها پیامدهای سیاسی-حقوقی، اصول شهروندی، مدیریت سیاسی، پایداری و استقلال سیاسی، پیامدهای اقتصادی شناسایی شد. نتایج تحقیق نشان داد برای موفقیت در امر کشورداری با توجه به وضعیت جغرافیایی، سیاسی و حکومت می توان به این عوامل توجه نمود و در راستای بهبود شرایط سیاست هایی را متناسب با یافته های تحقیق تدوین نمود.

designing and presenting the ideal model of statehood using the foundation data method (ground theory)

state management means the functions expected from the agents of a political system, which includes political, security, social and cultural dimensions, etc. in fact, what is important in this concept is paying attention to a society through policy making and decision making. this research aims to present the ideal model of statehood in answering these five questions: what are the background factors, causal factors, strategic factors and consequences affecting the issue of statehood? the current research has a descriptive-analytical nature, and the data and information required for it are based on the foundation data method. and the data and information required for it have been collected in a library manner and the content analysis method of sub- and core categorization has been used.the findings of the research showed that in the dimension of the background factors of arbitration, spreading justice and guaranteeing social justice and citizenship rights, political management of the national space and appointing the political managers of divisional units, giving legitimacy to the people, emphasizing the acceptance of responsibility and its accurate recognition, in the dimension of the factors in terms of international socialization, organization and arrangement of space, infrastructural and fundamental factors, in the dimension of strategic factors, formulation of educational and research strategies, strategic vision, formulation of mission and macro goals, and in the dimension of consequences, political-legal consequences, principles of citizenship, political management, sustainability and political independence, economic consequences were identified.the results of the research showed that in order to be successful in the affairs of the country, according to the geographical, political and government situation, these factors can be paid attention to, and in order to improve the conditions, policies can be formulated according to the findings of the research.
