الزامات سیاست‌گذاری درباره «استراتژی آب‌مجازی» در جمهوری‌اسلامی ایران(معادله امنیت‌آبی و امنیت‌غذایی)

آب مایه‌حیات، بخش جدایی‌ناپذیر زندگی، بنیان زیست‌پذیری یک منطقه، مادهای کمیاب، رقابتی و غیرقابل جایگزین، مولد قدرت و نیز بنیاد پیدایش، ماندگاری و کارآیی دولت‌ها است. کشور ایران با مشکلات جدی در ارتباط با منابع آبی روبه‌روست و تداوم روند فعلی می‌تواند مخاطرات جدی برای امنیت‌آبی در پی داشته باشد، لذا باید به همه راهکارهای مدیریت منابع آب توجه شود. یکی از راهکارهای مطرح برای مدیریت منابع آبی، «استراتژی آب‌مجازی» است، لکن با توجه به ویژگی‌ها و شرایط خاص نظام جمهوری‌اسلامی ایران در ابعاد داخلی و بین‌المللی، حتماً باید ملاحظات مربوط به امنیت‌غذایی مدنظر قرار گیرد. سوال تحقیق این است: چه الزاماتی برای سیاست‌گذاری اجرای استراتژی آب‌مجازی در ایران وجود دارد؟ این تحقیق با رویکرد حل مساله‌ای و با روش «توصیفی-تحلیلی» و انجام گردآوری داده‌ها با شیوه اسنادی و کتابخانه‌ای انجام شده است. طبق یافته‌های تحقیق، مشکل آب در ایران دو جنبه «اقلیمی-فیزیکی» و «اقتصادی-مدیریتی» دارد که نقش بخش دوم در ایجاد بحران آب موثرتر است؛ استراتژی آب‌مجازی به‌عنوان بخشی از برنامه جامع مدیریت منابع آب کشور (و نه همه آن) می‌تواند لحاظ شود و البته اجرای آن در ایران، نیازمند طراحی الگوی بومی با ایجاد توازن بین دو مقوله «امنیت‌آبی» و «امنیت‌غذایی» است.

policy-making requirements about 'virtual water strategy' in the islamic republic of iran. )the equation of water security and food security)

water is the essence of life, an inseparable part of life, the basis of the livability of an area, a rare, competitive and irreplaceable substance, a generator of power, and also the foundation of the emergence, permanence, survival and efficiency of governments. iran is facing serious problems related to water resources and the continuation of the current trend can lead to serious risks for water security, therefore, attention should be paid to all water resources management strategieis and solutions. one of the proposed strategies and solutions for managing water resources is virtual water strategy , but due to the specific characteristics and conditions of the islamic republic of iran system in domestic and international dimensions, considerations related to food security must be taken into account. the research question is: what are the policy-making requirements for the implementation of virtual water strategy in iran? this research was done with a problem-solving approach and with a descriptive-analytical method and collecting data with a documentary and library method. according to the findings of the research, the water problem in iran has two aspects, climatic-physical and economic-management , and the role of the second part is more effective in creating the water crisis; the virtual water strategy can be considered as a part of the country s comprehensive water resources management program (and not all of it) and of course its implementation in iran requires the design of a local model by creating a balance between the two issues of water security and food security .
